Duties:


This series covers positions managing, supervising, leading, and/or performing administrative and management work.

  • Vacancies filled under this public notice may have varying levels of promotion potential and supervisory level, if any.

As a Program Manager
you may:

  • Exercise significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank.
  • Assure reasonable equity among subordinate teams of performance standards and rating techniques developed by subordinate supervisors.
  • Direct a program or major program segment with significant resources (e.g., one at a multimillion dollar level of annual resources).
  • Make decisions on work problems presented by subordinate supervisors, team leaders, or similar personnel.
  • Provide technical and programmatic guidance and direction to personnel and contractors in accomplishing work.
  • Plan and initiate action to obtain effective use of resources, and to ensure completion of programs and projects as scheduled, scoped, and funded. Manages the development of contractor oversight plans.
  • Lead development of goals, objectives, and strategic plans, which define the longterm emphasis and focus of the program.
  • Oversee development of program costeffectiveness measures and the conduct of costeffectiveness reviews.
  • Evaluate contractor performance and overall program effectiveness in terms of mission accomplishment, schedules and budget, quality, quantity and environment, safety, and health standards, procedural, policy, and regulatory compliance, and technical competence.

  • These positions are to be filled under the Infrastructure Investment and Jobs Act, Inflation Reduction Act or Scientific, Technical, Engineering and Mathematics (STEM) direct hire authority.

Qualifications:


  • Determining program goals, resource needs, develops work plans, allocates resources, and accounts for their effective use; AND
  • Establishing, implementing, and refining necessary planning and control systems to assure effective and efficient use of personnel, facilities, and other resources., AND
  • Establishing goals, performance standards and internal controls for work carried out by the program to assure that activities meet established national objectives and priorities.

NOTE:
There is no substitution of education for specialized experience at the GS-15 level.

"Experience" refers to paid and unpaid experience.

Examples of qualifying unpaid experience may include:

volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

There are no specific education requirements or substitution of education for experience for this position.
