Minimum Qualifications


Open to NYS employees with one year of permanent competitive service as Project Manager 2, SG23, (previously known as Project Manager 1, SG23) OR in a position at the SG21 level or higher deemed administrative under Section 52.6 of Civil Service Law.

The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.


NYHELPs Minimum Qualifications:
A bachelor's degree and three years of professional

experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing.

This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; or current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); or current certification from the Project Management Institute as a Project Management Professional (PMP).

A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Duties Description


Under the direction of an upper-level Project Manager, the Project Manager 2 will be assigned to the Project Management Office (PMO) within the Chief Portfolio Office (CPO) and will lead and assist with program/project coordination tasks and be responsible for managing and reporting on projects in following PMO Standards, formal Project Management Methodologies (PMI/PMBOK and NYS PM Guidebook) and prescribed Secure System Development Lifecycle (SSDLC) on all assigned projects.

Duties include but are not limited to the following:


  • Develop detailed Scope Documents, Project Charters (as needed), and Project Schedules, identifying deliverables and milestones and establishing critical path.
  • Facilitate resource planning and follow standard process in requesting additional resources as needed. Develop and manage project budget/cost plans.
  • Develop and manage Project Management Plans (e.g., Communications, Quality, Risk, Issue, Change, Resource, Procurement, etc.).
  • Establish and manage project log/registers (Risk, Issue, Action Item, Decisions, Change Request, etc.) and conduct stakeholder analysis and establish Stakeholder Register/Matrix.
  • Communicate status reports in a timely fashion following established cadence.
  • Lead or facilitate project meetings documenting/distributing meeting outcomes/artifacts.
  • Maintain ITSM project record following CPO standards ensuring data quality/integrity.
  • Conduct project closeout and document Lessons Learned.
  • Manage and provide oversight of assigned program projects ensuring ITSM records are accurate and uptodate, and changes follow established/appropriate review/approval process.
  • Monitor all aspects of data quality and governance within ITSM including, but not limited to, Approvals, Cost Plans, Milestones, Risk, Issues, Status Reviews, Accomplishments, and Closeout.
  • Work with ITS crossfunctional teams (Finance, CTO, CISO, Legal, etc.) in managing/delivering assigned projects.
  • Manage/Maintain/ensure all PM artifacts adherence to CPO/PMO standards, processes, policies/procedures.
  • Ensure project are fully documented, and documentation is stored and accessible in accordance with CPO standards (e.g., SharePoint).
  • Perform/ensures project closeout procedures are adhered to including, but not limited to, the completion of client satisfaction surveys and documentation of project accomplishments.
  • Participate in PMO Continuous Process Improvement efforts such as development of standards, policies/procedure, and tools/templates.
  • Perform a full range of supervisory duties.
