    Position Function

    Manage the maintenance, repair and construction of potable, reclaimed and waste water delivery and collection systems. Oversee annual resources and budgets. Integrate operations, engineering, and finance functions to implement long-range capital improvement program with the objective of maintaining the Public Works utilities infrastructure.
    Tasks/Duties
    • Supervise employees and temporary labor including CDL drivers in areas of responsibility (Divisions 806, 807 & 814) to include: hiring, remedial actions and administration of Division payroll. Prioritize and schedule divisional staff and equipment.
    • Direct and coordinate the Logistics and Finance Sections of the City's Emergency Management Plan which includes Emergency Service Function #12 - Utilities. Update the CEMP annually or as needed.
    • Direct and Manage the operation, maintenance and repair of the City's potable and reclaimed water distribution systems, the wastewater collection system and mechanical maintenance/lift stations.
    • Research new technology related to asset management.
    • Identify system maintenance needs and critical maintenance areas.
    • Inspect worksites, modify or adjust work methods, crew sizes, etc. Coordinate shut downs, meter sets, lateral connections and related construction matters with outside contractors. Monitor and manage divisional training and safety programs. Oversee the maintenance of safe zones (traffic control, excavations, etc.).
    • Research and evaluate the use/need for heavy equipment and tools and provide recommendations for replacement, addition or elimination. Develop specifications and formulate request proposals for equipment, machinery and tools as needed and recommend priority of projects and allocation of budget resources and the scope of work.
    • Act as liaison with Public Works Administration for capital improvement, construction, and contract repairs. Develop estimates and procure materials as needed for projects.
    • Operate computer systems and associated programs. Provide analysis and written reports as necessary. Oversee maintenance of records.
    • Assist with inventory and the preparation of materials utilization records. Maintain records of time, materials, and equipment. Prepare progress reports. Requisition necessary equipment, supplies and materials. Read and interpret blueprints or sketches, construction drawings, etc. and estimate costs and staff hours required for projects. Provide written report of estimates.
    • Investigate resident inquiries/complaints regarding Water Distribution, Reclaimed Distribution and Collection Divisions and take corrective action. Provide notification of sanitary sewer overflows to agencies as required.
    • Create promotional and awareness materials and ensure delivery to affected customers.
    • Work closely with Department and Division Directors to oversee and coordinate the Department's annual budget including capital and operation programs. Work with Finance Department to project revenues and expenditures in each fund, division, account, element and object. Recommend budget approval to the Director.
    • In the event of an emergency, all employees are considered essential and may be required to perform duties outside of their normal job description.
    • Complete required trainings as specified within the City's Comprehensive Emergency Management Plan.
    • Be available for emergency call-outs, unless excused by the Director. Drive to & from various City work sites. Perform additional duties as assigned.
    Qualifications

    MINIMUM QUALIFICATIONS:
    • Associates degree in related field.
    • Minimum of five (5years) with one (1) year of supervisory experience. An equivalent combination of education, related training and experience will be considered.
    • Level II Department of Environmental Protection Water Distribution License or FDEP Water Operator License.
    • Two (2) years' experience with computer programs including Excel, Word, Outlook and Munis proprietary software.
    • Valid driver license. Must obtain State of Florida driver license within thirty (30) days of employment.
    PREFERABLE QUALIFICATIONS:
    • Completion of FMCSA Supervisor training/testing process. Must complete within thirty (30) days of employment.
    • Level I Department of Environmental Protection Water Distribution License (must obtain within eighteen (18) months of employment).
    • Cross Connection Control Program Manager or Backflow Prevention Technician Certification (must obtain within eighteen (18) months of employment).
    • Two (2) years' experience in governmental procurement and the State of Florida Uniform Accounting System.
    Supplemental Information

    Applicants will be required to complete a Disclosure & Authorization Regarding Background Investigation, a Confidentiality Agreement and a criminal background screening.

    Driving history for the past three (3) years must reflect no violations of a driving related felony offense, or driving under the influence (DUI) which includes both drugs and alcohol, reckless driving, or hit and run involving an occupied vehicle or attended property, or an accumulation of traffic violations, plus three (3) points for each attendance at driving school (regardless of whether points were assessed against the license) where the penalty points do not exceed twelve (12).

    Position is considered at-risk for exposure to Hepatitis B during performance of regular duties. An acceptance/declination of vaccination form is required.
