    HelpDutiesThe Congressional Affairs Specialist:

    • Plans, coordinates, integrates, and implements the DOT's congressional strategy to support and integrate complex and widely varying missions; develops innovative solutions and implements instructions for new policies and procedures.
    • Prepare colleagues, including senior leadership, for Congressional and State engagements with Members of Congress, elected officials and their staff. Serves as liaison for the Secretary and Assistant Secretary to the congressional Committees of jurisdiction and State DOTs on matters of concern and importance involving various items impacting the Department.
    • Analyzes program operations to resolve congressional inquiries and evaluate programs of congressional interest, identifies substantive problems, and recommends actions and procedures to resolve those problems.
    • Is among those responsible for the dissemination of announcements relevant to Congressional committees and offices of Members of Congress.

    The ideal candidate:

    The Office of Governmental Affairs is seeking a professional with Capitol Hill and/or campaign and/or State or local experience supporting senior team members in providing liaison services on matters involving State and local officials and/or members of Congress and congressional committees.

    This includes providing advice and support to Departmental officials to ensure the exchange of information between the Department and State and local officials and/or Members of Congress and congressional committees as needed.

    CONDITIONS OF EMPLOYMENT:

    • GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time in grade restrictions contained in 5 CFR 300, Subpart F.
    QualificationsTo meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:* Experience advising senior team members on matters involving State and local officials, Members of Congress, and congressional committees in a governmental affairs setting.
    • Experience coordinating and assisting in the execution of Congressional inquiry responses, research, hearing preparation, and relations with Congress; providing Legislative Affairs management services.

    Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
