- Advise and support pipeline development.
- Lead development and execution of the capture plan.
- Lead or supports partnering / teaming strategy including the negotiation of teaming agreements.
- Lead stakeholder management and keeps the leadership team informed and engaged, including timely escalation of issues.
- Support the customer relationship management strategy; develops, supports and executes customer call plans.
- Work with contracts, subcontracts, procurement, and pricing throughout the BD lifecycle.
- Communicate status, resource needs, capture strategy, and recommendations to leadership.
- Provide RFI development as needed.
- Bachelor's degree or 10 years of experience in federal business development.
- Minimum of 7 years of supporting federal business growth efforts, specifically in the areas of Business Development, Capture, and/or Proposals.
- Demonstrated skills in deal qualification, development of capture strategy, customer collaboration, and teaming capture new programs.
- Successful experience leading or supporting capture teams in pursuit of proposal efforts greater than $25M.
- Excellent verbal and written communication skills with internal and external stakeholders.
- Experience working with technical teams to develop and evolve win strategies, key offer elements, competitive discriminators and resulting win themes.
- Successful performance developing customer and industry relationships.
- Experience negotiating teaming agreements.
- Familiarity with DHS and/or DOJ stakeholders, strategic initiatives, upcoming opportunities, and competitive landscape.
- Formal training in Capture Management and/or Business Development.
- Experience developing pricing strategies and associated cost proposals.
- Experience using Salesforce CRM.

Job Description:
ECS is seeking a Capture Manager to support growth efforts for our Justice and Homeland Business Unit (BU). The Capture Manager will be required to lead cross functional teams in the development and execution of comprehensive capture plans for pursuit of new business across DHS and DOJ components.This includes customer engagement approach, solution development, teaming, pricing strategy and supporting the identification of key personnel.
