    Minimum Qualifications NY HELPS:This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. At a future date, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Non- Competitive Minimum Qualifications:Four years of qualifying experience in a field investigative position conducting interviews of witnesses and others, taking written statements and affidavits, collecting and analyzing physical and documentary evidence, and preparing detailed written reports of investigative findings. Types of Investigative experience that could be considered qualifying: experience in such positions as police detective, insurance investigator, licensed and registered private investigator, federal investigator, state investigator, municipal investigator, child protective services investigator, in an investigative position involving trial preparations and detailed reports, or investigations within a branch of the Armed Services are examples which meet the Minimum Qualifications. Examples of non-qualifying experience include but are not limited to: Experience in routine police patrol work, security guard or related security position, tax collector, collector of delinquent accounts, credit checker, legal assistant/attorney, hotel or store detective, loss prevention officer, parole officer, correction officer, guard, inspector, or experience in adoption and/or foster care placement. Substitutions:An associate degree in criminal justice, cyber security, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security can substitute for two years of specialized experience; Or A bachelor's degree or higher in criminal justice, cyber security, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security can substitute for four years of specialized experience.70.1 TRANSFER QUALIFICATIONS:One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 14 or higher eligible for transfer and determined to be similar by Civil Service. For transfers, a list of approved titles is available through Civil Service GOT-IT at 55 B/C QUALIFICATIONS:Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.Either Four years of qualifying experience;OR An associate's degree in criminal justice, cyber security, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security AND two years of qualifying experience;OR A bachelor's degree or higher in criminal justice, cyber security, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security.*Qualifying Experience: Experience in a field investigative position conducting interviews of witnesses and others, taking written statements and affidavits, collecting, and analyzing physical and documentary evidence, and preparing detailed written reports of investigative findings.Non-Qualifying Investigative Experience includes but may not be limited to: Experience in routine police patrol work, security guard or related security position, tax collector, collector of delinquent accounts, credit checker, legal assistant/attorney, hotel or store detective, loss prevention officer, parole officer, correction officer, guard, inspector, or experience in adoption and/or foster care placement.It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.FINGERPRINTING QUALIFICATIONS: Appointment to this position may require that the candidate successfully undergo an investigative screening including a criminal history check.PROVISIONAL QUALIFICATIONS: Based on the results of the canvass of the current eligible list for the Investigator 1 the Department may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Investigator 1 exam and be reachable for appointment from the newly established eligible list.     Duties Description The Investigator 1 duties in Cemeteries Division will include but are not limited to the following:
    • Investigate and resolve lot owner complaints, and all questions relevant to cemeteries.
    • Physically inspect crematories at least annually, on a routine basis to determine maintenance and compliance with rules and regulations.
    • Physically inspect cemeteries as scheduling permits to determine maintenance and compliance with rules and regulations.
    • Investigate major renovations and installations of mausoleum and columbarium space and lawn crypts.
    • Review for approval, cemetery rules and regulations.
    • Investigate land purchases and land sales as to price, acreage, and suitability for cemetery use and future needs.
    • Investigate vandalism, dangerous monuments, and abandoned cemetery applications and make recommendations based on the facts provided.
    • Provide informational sessions, technical assistance, and guidance to cemetery officers, directors, and staff.
    • Assist in preventing the abandonment of cemeteries by working with local officials and cemetery officers and directors to identify new directors and sources of funds.
    • Arrange orderly transfer of cemetery assets to municipal control upon abandonment.
    • Respond to inquiries concerning the applicability of cemetery law to given situations.
    • Register new and previously unidentified cemeteries.
