    JOB SUMMARY

    :
    Under general supervision, is responsible for developing, implementing, and sustaining the Water Utilities Department's infrastructure Asset Management Program following industry established principals, methodologies, and standards. The position supervises asset information data collection, condition assessment and data processing staff members.

    ESSENTIAL JOB FUNCTIONS:

    1. Develop, oversee implementation, and provide ongoing support to sustain the Water Utilities Department's infrastructure asset management program following industry established principals, methodologies, and standards.
    2. Provide technical expertise to organize and lead subject area teams to establish standards, systems, and procedures to include, but not limited to:
  • Improve asset reliability.
  • Reduce risk.
  • Optimize the department's resources.
  • Creation and maintenance of asset inventories
  • Condition assessment standards
  • Preventive maintenance systems
  • Key performance indicators to monitor and report performance of systems.
  • Create KPls
  • Identify key areas where KPls mark success in maintenance of systems.
    Set goals for each KPI.
  • Monitor monthly performance.
  • 3. Utilize asset condition and performance data to prepare data-driven renewal recommendations and projections for short and long-range financial planning.

  • Using an established asset scoring system made for and by the Department.
  • Assign, set, and monitor condition scores to help prioritize the renewal program.
  • Use the returned condition scores in reporting to assist with budgetary requests for funding and prioritizing maintenance and renewal requests.
  • Select, train, evaluate, discipline, and supervise subordinates to ensure the department's objectives are met.
  • OTHER JOB FUNCTIONS:

    1.Ensures essential data is captured within the computerized maintenance management system (CMMS) and the geographic information system (GIS).
    2.Provide guidance and leadership to all Water Utilities staff to ensure the asset management principle of continual improvement is maintained; to be the continual driving force, or champion, on the importance of asset management to the success of the Utility

    MINIMUM QUALIFICATIONS:
    Knowledge, Skills and Abilities Required:


    •Knowledge of business English, spelling, grammar, and punctuation.

    •Knowledge of office and administrative practices and procedures.

    •Knowledge of the principles and practices of civil engineering related to the planning, design, construction, operation, and maintenance of municipal infrastructure.

    •Knowledge of federal, state, and local laws and regulations pertaining municipal infrastructure.

    •Knowledge of water and sanitary sewer utility asset management principles and best practices.

    •Knowledge of asset and data management applications and languages including CMMS systems, basic database architecture, GIS, ArcGIS, NASSCO systems, Power Bl, and data management principles.

    •Knowledge of utility operations including water/sanitary sewer, distribution, and collection systems.

    •Skill in using PC Software including current Microsoft Office Suite of applications.

    •Skill in communicating professionally and tactfully with other city employees and the public by oral and written means.

    •Skill with organization and attention to detail.

    •Skill in planning, organizing, and coordinating multiple asset management and condition assessment projects.

    •Skill in interpreting and writing engineering reports and specifications.

    •Skill in designing, implementing, and maintaining data architecture that facilitates accurate understanding of utility asset conditions.

    •Skill in performing complex analysis of asset related information to determine the utility's business risk exposure.

    •Skill in managing field verification and condition assessment personnel.

    •Skill in communicating by verbal and written means with citizens and professionals.

    •Ability to exercise discretion and independent judgment utilizing knowledge of the organization's policies.

    •Ability to work independently under general instructions.

    •Ability to perform a variety of physical skills including but not limited to filing, pulling, seeing, sorting, squatting, standing, stooping, twisting body, typing, walking, and writing.

    •Ability to operate a variety of office equipment including but not limited to PC, telephone, calculator, scanner, and copier.

    •Ability to solve problems by analyzing data.

    •Ability to coordinate, place, make determinations, and recommend action based on data analysis.

    •Ability to maintain an awareness of new applications, technologies, technical methods, trends, and advances in the field of asset management.

    •Ability to write technical/instructional documents and standard operating procedures.

    •Ability to work independently, perform research and work on varied projects with limited supervision.

    •Ability to work in efficiency groups to improve efficiency and quality of existing processes.

    •Ability to work in indoors, outdoors, and construction zone environments.

    •Ability to prioritize deadlines and tasks.

    •Ability to learn new systems and procedures quickly.

    •Ability to plan, organize, monitor, and collaborate with internal and external stakeholders to accomplish unit objectives.

    •Ability to understand mathematical calculations involving fractions, percentages, and decimals.

    •Ability to work within a set schedule.

    •Ability to operate a motorized vehicle.
    Qualifying Education and Experience:

    •Bachelor of science degree in engineering

    •5 to 7 years' experience in the field of utility infrastructure asset management

    •Or equivalent combination of education and experience.

    •Professional Engineer (PE) licensed in Texas or ability to secure within six months.

    •Possession of a valid Texas Driver's License.

    •Asset management certification from the Institute of Asset Management (1AM) or Buried Asset Management Institute International (BAMl-I) or ability to secure within six months.

    PREFERRED QUALIFICATIONS:
    Knowledge, Skills and Abilities Required:

    •Knowledge of programming and coding languages such as: Python, VBA, SOL.

    •Skill in supervising cross functional teams and departments to achieve a long term set of goals.
