    POSITION SUMMARY

    Accomplish the Oneida Nation School System's objectives by administering the K-8 school program and overseeing lesson plans to ensure integration of Oneida language and culture into the curriculum.

    Supervise the K-8 staff, including ongoing assessment of teaching staff and paraprofessionals to promote continual growth in teaching and learning.

    Ensure that services are provided effectively and efficiently to the Oneida Nation students and parents. Maintain confidentiality of all privileged information. Continuation of this position is contingent upon funding allocations.

    DUTIES AND RESPONSIBILITIES:

    • Develop the Oneida Nation School System's plans, goals, and objectives and ensures compliance to contractual obligations and requirements.
    • Establish, implements, and communicates philosophy, mission, goals, objectives, policies, and procedures in accordance with contractual requirements and needs of the Nation.
    • Improve staff effectiveness by counseling, training, and recommending disciplinary action for employees; planning,
    delegating, monitoring, and appraising job tasks and results in a timely manner.

    • Schedule regular staff meetings to ensure communication between personnel and school-related activities.
    • Achieve financial objectives by preparing and administering annual budget, presenting and justifying budget
    recommendations to appropriate personnel.

    • Secure additional funding and grant monies for continuation and expansion of school services.
    • Contribute to department's effectiveness by identifying short-term and long-range issues and goals that must be addressed; providing information and commentary pertinent to deliberations; recommending options and courses of actions; implementing directives.
    • Serve as a liaison between the school and the community; inform community of school activities; encourage participation and parental involvement in school activities.
    • Keep leadership and other departments informed of status of school activities by attending meetings and submitting reports.
    • Promote the school as a community program.
    • Promote positive student conduct standards by enforcing discipline policies and procedures established by School Board Policies.
    • Collaborate with other administrative teams in providing district-wide programs such as language and culture integration, technology, school improvement team, in-service, special education, and student services.
    • Assume responsibility for the administration of selected state or federal programs as assigned by the Superintendent, including special education, school-wide programs such as "No Child Left Behind", gifted/talented programs, bilingual initiatives, and Indian education.
    • Develop an effective communication system with staff and parents, promoting confidentiality and credibility.
    • Oversee student personnel functions including academic placement, student attendance and student participation in extracurricular activities.
    • Approve extra curricular, fund-raising, and academic school activities.
    • Participate in Oneida Language Teacher Certification requirements and includes Oneida language and cultural education into the school's curriculum.
    • Review weekly lesson plans to ensure inclusion of Oneida language and cultural education, as well as correlation of lessons to state benchmarks and assessment requirements.
    • Take an active role in all school sponsored events such as Family Feast, Parent Meetings, student awards ceremonies, special activities, and Graduation.
    • Assure student schedules are in compliance with required subject minutes and credits, as required by NCA and Wisconsin State graduation requirements.
    • Cultivate cooperative relationships with other tribal programs, local service providers, social service agencies, educational facilities, health facilities, and other pertinent organizations.
    • Ensure strict departmental security, confidentiality, quality, and professional standards regarding student and staff records and issues.
    • Assure mandatory reporting of child abuse and neglect.
    • Adhere to School Board and Oneida Nation policies, procedures, directives, and provisions.
    • Maintain professional and technical knowledge by conducting research, attending seminars, educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.
    • Adhere to all Tribal Personnel Policies and Procedures, Tribal Standard Operating Procedures, and Area and Program Strategic Plans and Policies.
    • Maintain strict department security, confidentiality, and quality to meet professional standards of the department.
    • The above duties and responsibilities are not an all-inclusive list but rather a general representation of the duties and responsibilities associated with this position. The duties and responsibilities will be subject to change based on organizational needs and/or deemed necessary by the supervisor.

    PHYSICAL REQUIREMENTS/WORK ENVIRONMENT:

    • Frequently sit; reach with hands and arms; talk, hear and walk. Occasionally stand; and stoop, kneel, crouch, crawl, lift and/or move up to twenty-five (25) pounds.
    • Work is generally performed in an office or classroom setting with a moderate noise level.
    • A Tuberculosis (TB) Screening and/or a 2 step TB Skin Test is required within thirty (30) days of employment.

    STANDARD QUALIFICATIONS:

    • Knowledge of corporate and/or governmental management, system analysis, operations, finance, and accounting.
    • Knowledge and ability to develop, manage, and monitor grant funds, as well as program budgets efficiently and effectively.
    • Knowledge of budget preparation and grant/proposal writing.
    • Knowledge of statistical compilation and analyses.
    • Knowledge of tribal, federal, and state accounting, and purchasing and auditing policies and procedures.
    • Knowledge in human resources management policies and procedures.
    • Knowledge of the principles and practices of educational administration.
    • Knowledge of the Oneida community, history, and culture.
    • Skill in problem solving, human relations, and time management.
    • Ability to provide effective leadership in planning, developing, and evaluating the organization and operation of the total educational program.
    • Ability to evaluate and coordinate educational programs to facilitate effective planning, programming, and utilization of available resources.
    • Ability to maintain harmony between the educational program and the most recent and best educational thoughts and practices.
    • Ability to develop and encourage an educational environment which results in a climate of warmth and acceptance, encourages pride in work; and supports the development of character and feeling of self-worth in each student.
    • Ability to exercise initiative and independent judgment.
    • Ability to work extended hours and various work schedules.
    • Ability to demonstrate a high level of sensitivity to community issues and concerns.
    • Ability to communicate efficiently and effectively both verbally and in writing.
    • Ability to establish and maintain good working relationships with the individuals of varying social and cultural backgrounds.
    • Oneida Certification on Reporting Child Abuse and Neglect within ninety (90) days of employment.
    • Must adhere to strict confidentiality in all matters. (Must sign a confidentiality statement prior to employment.)
    • Must be willing and able to obtain additional education and training.
    • Must comply with Bureau of Indian Education criminal history records check as a condition of employment to include fingerprinting.
    • Must pass a pre-employment drug screening. Must adhere to the Nation's Drug and Alcohol-Free Workplace Policy during employment.
    • Must pass a background security check with the Oneida Nation in order to meet the Employment Eligibility Requirements, Tribal/State Compact and/or Oneida Nation Gaming Ordinance as they pertain to the position. A temporary license or Gaming License issued by the Oneida Gaming Commission is required as a condition of employment and continuing employment within the Oneida Tribe's Gaming Division.
    • A valid driver's license or occupational driver's license, reliable transportation and insurance is required. Must obtain a Wisconsin driver's license or occupational driver's license within thirty (30) days of employment if applicant has an out-of-state driver's license. Must be authorized as eligible to operate a Personal and Tribal vehicle under the Oneida Nation's Vehicle Driver Certification and Fleet Management Law prior to actual start date. Must maintain driver's eligibility as a condition of employment.

    MINIMUM QUALIFICATIONS:

    • Bachelor's Degree in Education; seven (7) years experience in teaching, supervision of teachers, and school administration.
    • Master's degree in Education Administration.
    • Wisconsin Department of Instruction Principal's License in Administration.
