    General Statement

    Under supervision, performs beginning sub-professional engineering work in connection with surveys, design, maintenance, construction, inspection, and testing to ensure conformity to plans and specifications and the reliability and integrity of existing systems and structures.

    Essential Job Functions

  • Assigns, supervises and monitors work; instructs and assists subordinate personnel including trades personnel and technicians.
  • Supervises and coordinates the activities of District facility operations and maintenance personnel; inspects District facilities, operations and equipment; investigates operating problems and sewer system control problems; assists in creating work orders.
  • Assists engineers in the supervision and inspection of construction work and the enforcement of District specifications and safety requirements; monitors construction schedules; assists in the review of contract submittals; serves as a liaison in communicating engineering requirements to contractors and prepares related correspondence.
  • Inspects and tests local sanitary sewer construction; installs flow meters and various types of equipment.
  • Assists in planning and directing biosolids receiving, drying and shipping operations; monitors activities and site conditions; determines and records truck and material weight information.
  • Monitors equipment and supply needs; prepares purchase orders and requisitions to maintain parts inventory.
  • Retrieves, microfilms, duplicates, checks, codes and files departmental records; copies and archives contract plans; maintains filing system for records retrieval.
  • Establishes and/or checks survey information.
  • Prepares cost estimates; reviews, approves and records payment information.
  • Performs standard tests and checks; makes routine checks on data; assembles and evaluates data; prepares various technical reports and maintains records.

  • Assists engineers in carrying out various technical or administrative duties such as preparing drawings, contract tracking and cataloging, recording technical information and drafting charts and exhibits.
  • Performs other duties as assigned.
  • Environmental Conditions

    Typical office environment. May use standard office equipment and computer terminals. May involve exposure to a variety of operating mechanical equipment and loud noise and/or noxious odors. May include working in all types of weather conditions throughout the plant facility and collection system. May involve working in close proximity to or in conjunction with construction activities and heavy equipment, and may require exposure to a variety of weather conditions, including extreme heat and cold.

    Desirable Knowledge, Skills and Abilities

  • Considerable knowledge of geometry, college algebra and trigonometry.
  • Considerable knowledge of field surveying and related computations.
  • Considerable knowledge of engineering measuring devices, instruments, laboratory and sampling equipment.
  • Some knowledge of the principles, practices and procedures of wastewater engineering.
  • Ability to follow oral and written instructions.
  • Ability to use engineering transits and levels.
  • Ability to make working drawings from rough drafts or notes.
  • Ability to supervise construction work to enforce conformity with plans and specifications.
  • Ability to communicate effectively, both orally and in writing.
  • Minimum Qualification Requirements

    Graduation from a standard senior high school or the equivalent and four years of sub-professional engineering experience.

    Substitution

    College or technical training beyond high school in engineering or mathematics may be substituted for the required experience on a year-for-year basis.

    Promotional Requirement

  • One year of service with the District as an Engineering Technician III.
  • Civil service status as an Engineering Technician III.
