    General Statement

    Under general supervision, performs sub-professional engineering work in connection with construction, surveys, scheduling reviews, inspection of materials and workmanship on projects at treatment plants, pumping stations and intercepting sewers.

    Essential Job Functions

  • Assigns, supervises and reviews work; enforces District guidelines and policy; assists in resolving grievances; recommends actions determining employment status such as hiring, transfer, promotion or discharge.
  • Assists in the preparation of designs, layouts and specifications; reviews contract submittals; reviews or prepares cost estimates.
  • Assists in supervising construction activities including the planning and scheduling of water reclamation construction, the monitoring of construction schedules and the inspection and testing of construction work and materials for conformity with District specifications and safety requirements; oversees or participates in equipment installation; prepares construction progress reports.
  • Monitors the maintenance of District buildings and grounds; administers building and grounds maintenance/service contracts; plans and oversees the performance of contracted laborers for conformance to contract specifications.
  • Develops and supervises solids application programs; administers land lease permit programs; prepares permit proposals and monitors permit payments.
  • Under supervision, plans and directs biosolids receiving, drying and shipping operations for a designated area; monitors activities and site conditions.
  • Inspects and tests sanitary sewer construction/rehabilitation of a complex nature; installs flow meters.
  • Supervises the operation and maintenance of wastewater facilities; organizes, inspects and supervises maintenance and operations projects; identifies and resolves problems.
  • Leads surveying activities and the recording of survey information.
  • Prepares or reviews reports documenting section activity or project status.
  • Performs standard tests and checks of a complex nature; assembles and evaluates data; prepares various technical reports and maintains records.
  • Confers with District personnel, contractors and the general public to communicate District requirements, coordinate activities and resolve problem areas; assists in the preparation of related correspondence.

  • Presents recommendations regarding budget requirements; monitors equipment and supply needs and prepares work orders and purchase requisitions.
  • Performs other duties as assigned.
  • Environmental Conditions

    Typical office environment. May use standard office equipment and computer terminals. May involve exposure to a variety of operating mechanical equipment and loud noise and/or noxious odors. May include working in all types of weather conditions throughout the plant facility and collection system. May involve working in close proximity to or in conjunction with construction activities and heavy equipment, and may require exposure to a variety of weather conditions, including extreme heat and cold.

    Desirable Knowledge, Skills and Abilities

  • Thorough knowledge of geometry, college algebra and trigonometry.
  • Thorough knowledge of engineering measuring devices, instruments, laboratory and sampling equipment.
  • Considerable knowledge of the principles, practices and procedures of wastewater engineering.
  • Knowledge of surveying practices and procedures.
  • Ability to utilize word processors, spreadsheets, database managers and similar applications.
  • Ability to plan and supervise the work of others in a manner conducive to full performance and high morale.
  • Ability to layout, inspect and supervise plant construction projects as assigned.
  • Ability to interpret plans and specifications for District personnel and contractors.
  • Ability to understand and interpret detailed construction schedules prepared by the critical path method.
  • Ability to communicate effectively, both orally and in writing.
  • Minimum Qualification Requirements

    Graduation from a standard senior high school or the equivalent and five years of sub-professional engineering experience.

    Substitution

    College or technical training beyond high school in engineering or mathematics may be substituted for the required experience on a year-for-year basis.

    Promotional Requirement

  • One year of service with the District as an Engineering Technician IV.
  • Civil service status as an Engineering Technician IV.
