Job Description
Under general supervision performs professional work of considerable difficulty involving procurement of construction, design, goods and services for compliance with MSD's Diversity Programs and in accordance with State and Federal policies and regulations.
Essential Functions:
Assist with acquisition evaluations and coordination of diversity contracting activities; ensures contracts follow policies and procedures of Diversity Program guidelines; manages multiple projects with ability to analyze moderately complex processes; investigates alleged violations concerning the MWBE programs and recommends resolutions, when necessary; conducts analysis during pre-awarded processes, scope reviews, NAICS & Segment code reviews and coordination of post-award submittal reviews; monitors, tracks and records all required documentation throughout the project's lifecycle; performs diversity project closeout processes; utilizes and manages compliance software for records management documentation; monitors contractor/subcontractor utilization and reporting within the reporting system for accuracy; audits records to ensure prompt payment to M/WBE subcontractors; examines contractor financial records, project site visits, and Commercially Useful Function (CUF) reviews; analyze and/or prepare periodic (weekly, monthly, quarterly or annually) progress reports for vendor & workforce utilization, certified payrolls, reported payments, change orders and other performance indicators; ensures complete and accurate contract information for document control and information governance records; evaluate pre and post-award good faith efforts for complication determinations; conduct other compliance reviews in accordance with local, state and federal requirements; provide customer assistance whenever necessary with resolving concerns and issues; represent MSD Diversity at pre-bid & pre-construction meetings, industry stakeholder meetings, and information sessions; report, educate and assist parties interested in doing business with MSD or participating with MSD's Diversity MWBE programs; assist with the development and implementation of diversity program initiatives and management of contracts administered by the Diversity Division.
Additional Responsibilities:
Perform other related work as required or as delegated by supervisor.
Qualifications
Training and Experience: Bachelor's degree in Business Administration, Public Administration, or a related field AND three years' experience with diversity programs, MWBE, construction management or procurement.
Desirable Knowledge, Skills, and Abilities: Preferred experience with public, government or other utility business functions; Possess general knowledge of procurement, supplier diversity, contract management, construction management and project management. Considerable skill in establishing and maintaining effective working relationships with internal and external customers. Considerable skill in oral and written communications with proficiency in Microsoft Office products a must. Demonstrated experience utilizing contract or other compliance software applications. Good presentation skills. Possess basic knowledge of accounting, auditing, and bookkeeping principles.
Must possess a valid driver's license issued by the state in which the employee resides.
Pursuant to MSD's "Substance Abuse Policy and Procedures," this position has been designated as safety sensitive and candidate must pass a Non-D.O.T.
Must be able to provide transportation for field work.
Employees of MSD must have a meets expectation on their most recent performance evaluation.
