- Serves as experts in the design of the medical care environment, including all hospital building features, automated building management and environmental control systems, and critical utility systems, as well as the oversight of related construction including construction in and adjacent to operational healthcare environments.
- Collaborates directly with the Office of the Chief of Facilities Management Service, executive leadership, medical staff, nursing staff, and other clinical personnel regarding the design of the environment for medical care.
- Manage construction projects.
- Ensures that all hospital design and construction projects comply with a multitude of accreditation and regulatory requirements including, but not limited to, those promulgated by the Joint Commission (TJC), the Occupational Safety and Health Administration (OSHA), and the Environmental Protection Agency (EPA).
- This position oversees the Joint Commission (TJC) Environment of Care Programs for Utility Systems Management, Safety, Life Safety, and Medical Equipment Management for both this Medical Center and all Community Based Outpatient Clinics (CBOCs).
- Makes recommendations to the Office of the Chief of Facilities Management for final approval, and has responsibility for all aspects of the Medical Center Design and Construction program and oversight.
- Collaborates with operations and program managers to ensure integrated goals and priorities for all projects are met.
- Plans, organizes, directs, evaluates, and manages processes for the Facilities Management Service Project Section including setting qualitative and quantitative standards.
- Provides professional and technical guidance, direction, and review of assigned programs, including professional engineering work in; architecture, civil engineering, energy engineering, electrical engineering, mechanical engineering, structural engineering, environmental engineering, fire safety and safety engineering.
- Manages human resource functions such as hiring, performance, training and development.
- Ensures labor/management relations are maintained in accordance with Medical Center policy and procedures.
- Ensures internal personnel-related programs are dealt with in a timely and efficient manner; communicates agency and local policies and priorities to all employees within the projects section; delegates to subordinates the authority and responsibility to carry out assigned tasks.
- Provides technical advice on a wide range of engineering issues, including the Strategic Capital Investment Plan, Capital Asset Inventory, Capital Asset Resource Survey, Deferred Maintenance, and a myriad of engineering related topics.
- Participates in discussion of proposed capital projects for the station and makes preliminary designs of major alterations, improvements, and additions to implement the Medical Center programs.
- Provides professional engineering direction to ensure compliance with legislative and accrediting requirements at the Medical Center for all design and construction projects.
- Receives administrative direction from the Office of the Chief, Facilities Management Service with assignments in terms of broadly defined project related functions.
- Develops technical data regarding materials, sizes, dimensions, quantities, and costs to be incorporated in formal specifications.
- Conducts site visits.
- Ensures construction is conducted in accordance with established specifications including but not limited to VA Construction and Facilities Management (CFM) Standards, American Institute of Architects (AIA), Facility Guidelines Institute (FGI), American Society of Heating Refrigeration and Air-Conditioning Engineers (ASHRAE) standards, US Pharmacopeia (USP) 797/800 Standards.
- Develops competitive bidding cost estimates for a variety of projects of multiple-use nature, or projects in different geographic locations thus presenting different physical or cultural considerations.
- Prepares correspondence, technical reports, estimates, fact sheets, status reports, and schedules as required to complete project assignments.
- Consults with contractor personnel to resolve difficult and complex unforeseen problems and latent conditions encountered during construction.
- Researches and analyzes problems, issues, or program requirements related to all areas of the facility and all facets of Projects Engineering Section. Provides expert analysis and advice for complex program issues. Based on operations and changing program requirements, identifies relevant issues. Collects relevant information from many varied sources, some of which are difficult to access.
- Devises new analytical techniques to evaluate findings.
