    GENERAL SUMMARY

    The Grants Specialist supports the KCATA's efforts to develop funding opportunities by working closely with planning, project management, and other departments / sponsors to plan, submit, implement and track complex grant proposals. This includes the development, preparation, implementation, execution, administration and oversight of multiple grants and special funding programs that are deadline and milestone driven to ensure compliance, timeliness and competitiveness, and assists in the preparation and administration of the capital budget.

    ESSENTIAL DUTIES & RESPONSIBILITIES

    The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

    1. Assists in the administration, management and oversight of federal, state and local funded grant programs and projects. Ensures compliance with Federal and applicable administrative procedures, requirements, policies including reporting and monitoring financial and technical activities.
    2. Assists in the development, administration and implementation of grant-related policies, guidelines and procedures to ensure program compliance with all applicable state and federal regulations.
    3. Research, analyze, summarize and provide recommendations for funding from federal, state and local sources.
    4. Foster internal collaborations to strategically identify, develop, pursue, and secure new engagement opportunities that align with strategic priorities.
    5. Collaborate with teams, stakeholders and subject matter experts to develop, write, and craft concepts/proposals for grant funding applications while managing appropriate timelines.
    6. Assists in the development of the capital budget and financial forecasts.
    7. Assists in the preparation and monitoring of grant applications in ensuring that all grant reporting requirements are met. Assist with federal and state grant management systems including the Federal Transit Administration's TrAMS and FEMA's ND Grants system and reimbursement of FTA funds through the FTA's ECHO-Web and other payment and/or management systems.
    8. Maintains systems ensures accuracy, control and timeliness of information on capital expenditures, analyzes, summarizes and reports appropriate information to project managers and management personnel.
    9. Monitors and provides grant-related oversight and administrative services to sub-recipients, including conducting annual risk assessments and oversight reviews.
    10. Grant support may include navigating internal approval processes and communications, maintaining accurate data, preparing grant applications per deadlines, requirements and supporting documents; preparing and responding to audits and inquiries.
    11. Maintains internal information and reporting flow and all deadlines.
    12. Other duties as assigned.
    SUPERVISORY RESPONSIBILITIES
    • Work requires the occasional direction of helpers, assistants, seasonal employees, interns, or temporary employees.
    FISCAL RESPONSIBILITY
    • Position has limited fiscal responsibility. May assist in the collection of data in support of recommendations for departmental budget allocations. May monitor division or program/promotional level budget and expenditures.
    MINIMUM QUALIFICATIONS

    Required Education and Experience
    • Bachelor's degree from an accredited college or university in Accounting, Business, Finance or a related field.
    • Two (2) or more years of grants management experience; Federal grants experience preferred.
    • An equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities may be considered.

    Knowledge of:
    • Federal Transit Administration (FTA) grant management requirements, laws and regulations
    • Federal and State electronic grant application and payment systems – FTA TrAMS, ECHO, Delphi, and ND Grants
    • Researching and developing grant funding opportunities.

    POSITION TYPE AND EXPECTED HOURS OF WORK
    • May work in a normal office environment. Will sometimes be required to work and/or attend meetings or events in public and at all RideKC locations.
    • Monday through Friday 8am until 5pm
    • Occasional abnormal hours may be required for specific events and to reach all employees.
    TRAVEL
    • Occasional travel within the metropolitan area may be required.
    WORKING CONDITIONS & PHYSICAL DEMANDS
    • This position is relative free from unpleasant environmental conditions or hazards and is generally sedentary. Incumbents may be required to exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
