Duties:

Duties include but are not limited to:

  • Serves as a division point of contact for NAF HR actions. Coordinates personnel action requests (e.g. recruitment, awards, pay adjustments, etc.) and classification action submissions to HR.
  • Serves as liaison between N91 and N941 with proposed or revised position descriptions, coordinating with supervisors to clarify position intent and content. Assists with tracking position description actions for N91 positions.
  • Maintains program status on all vacant positions, hiring limitations and other related personnel functional areas.
  • Identifies administrative chokepoints and takes/recommends appropriate action to correct problems.
  • Briefs management on status and requirements for completion of personnel actions. Tracks and coordinates status of actions with NAF HR and addresses concerns and questions with management.
  • Assists with processing Requests for Personnel Actions (SF52s). Ensures supporting documents are complete and attached to SF52 (e.g. job descriptions, set of duties, etc.).
  • Provides assistance to N91 personnel on applicable APF and NAF HR, travel, tasker, internal CNIC business processes and procedures, DoD, SECNAV, OPNAV, CNIC and N9 SOPs and instructions and regulations. Monitors status of pending APF and NAF HR, travel, tasker and outstanding business actions.
  • Reviews Personnel Action Requests for correctness of position numbers and organization data. Retrieves data for reports. Provides information on status of personnel actions to leadership and other appropriate authorities.
  • Plans and executes a variety of administrative functions, to include, but not limited to, developing, reviewing and assisting in the writing of point papers, instructions, briefs, congressional testimonies/hearings, and statements for presentations or information to senior leadership within CNIC and Department of Navy (DON)/Department of Defense (DoD).

  • Assists in the implementation of performance assessment measures, annual reports and business case analysis.
  • Establishes and monitors multiple systems (e.g. Enterprise Task Management Software Solution (ETMS2), Total Workforce Management Services (TWMS), Gateway 2.0) for suspense to ensure compliance through personal followup action.
  • Coordinates administrative operations and logístical support, within assigned programs, for program directors/managers who determine resources and policy guidance for FFSP, enterprisewide. Attends meetings for information dissemination and programmatic changes, requirements and practices.
  • Serves as division point of contact for NAF travel process. Prepares, assists, and submits travel authorization orders, vouchers, Invitation Travel Orders and Non-Activity Orders. Coordinates with CNIC Financial Service Center (FSC), CTO, and NAF travel helpdesk to resolve processing issues with orders and vouchers. Prepare quarterly travel reports for FFSP programs to assist in tracking travel budgets. Coordinates all aspects of the Directors' and Program Managers' travel. Makes necessary arrangements and prepares itineraries in accordance with Joint Travel Regulations/Joint Federal Travel Regulations. Creates, submits, and tracks area clearance requests for employees and contractors traveling outside of the US.
  • Advises on policies, procedures and technical aspects of FFSP programs to ensure effective mission accomplishment.
  • Supports special studies, projects impacting Navywide programs, assisting with development of performance metrics, program standards, and other evaluation tools. Researches and collects data from diverse sources to recommend resolution for complex issues.
  • Conducts organizational review of N91's internal processes and operating procedures, to ensure conformance with pertinent administrative regulations, procedures, and policies to make recommendations for change and increase operational efficiency.
  • Provides personnel support; serves as checkin/out coordinator; and tracks personnel and recruitment actions for the assigned program.
  • Serves as the department's NAF purchase card holder.
