Statement of Work (SOW) 1 Request for Quote Florida Department of Transportation State Term Contract No STC-ITS 2 Overview 2.1 The Florida Department of Transportation (Department), is requesting resumes and hourly rate quotes for staff augmentation resources meeting the specific Knowledge, Skills, and Abilities (KSAs) listed below. The Department will select the candidate that provides the best overall value to the State, based on skill set and rate.

Term : The contract term for this Staff Augmentation position is intended to be SAP - 6/30/2025 , with possible renewal, based on excellence in work provided, need and budget availability.

NOTE : "Term " does not mean the awarded contractor or resource are locked in for the full year - any contractor or resource may be terminated for cause, convenience, or funding during the contract term.

VENDOR BILL RATE : It is the responsibility of the vendor to submit rates in accordance with the pre-established rates within the State Contract. These rates can be found at the following address: .

Candidate Submission :
FDOT is accepting multiple candidate submission per vendor for this Vacant position.

Rate Increase :
Please do not impose a rate increase for any subsequent year of the contract as part of your bid response. This is a firm fixed price and will be increased only at the discretion of the Department, based on consultant job performance and availability of funds. Imposing additional increases will automatically disqualify the candidate submission from consideration.

Quote Evaluation :
Quotes will be evaluated based on the specifications identified in the scope of services and sub sections below. The eQuote will be awarded to the Contractor who presents a Candidate who demonstrates the best value to the Department based upon the response provided. The submission of additional work samples, or in person interview(s) may be requested at the discretion of the Department.

Face to Face Interviews :
t the hiring manager's discretion, interviews may be conducted via Microsoft Teams or in person.

Telecommuting :
Limited telecommuting is currently an option for this position. Candidates are expected to work a minimum of three (3) full days per week in the office . The selected candidate is required to start their first day in the office. In the future, and at the Department's discretion, this option may return to full-time, in the office. Vendors shall ensure candidates are aware of the Department's policy on telework and agree to comply prior to responding to this RFQ/eQuote.

Work Hours
Flexibility to work hours between 7:00 AM & 7:00 PM and/or Saturdays, either on a rotation or as part of a regular and on call work schedule.

Conflict of Interest Statement :
To prevent any bias, unfair competitive advantage, conflict of interest, or the appearance of impropriety, Vendor employees must not have been directly or indirectly involved in the development of the Scope of Services or related solicitation documentation for which the Vendor is preparing a bid. If the Vendor employee worked in conjunction with the Department on the development of the solicitation document, the Vendor is disqualified from submitting a bid for this solicitation. 4 Scope of Services This position will support the pplication Services Office with the System of Engagement (SoE) in the development and deployment of cloud solutions, GIS support, as well as other activities as outlined in the primary job duties/task. This position will report to the Florida Department of Transportation Barry Building at 3185 South Blair Stone Road, Tallahassee, FL, 5 Education Bachelor's Degree in Geography , Computer Science, Information Systems, or another related field. Or equivalent work experience. 6 Experience 1. Experience in web-based application (ex. ESRI WebApps) development with ArcGIS Enterprise (minimum 8 years).
2. Experience with ArcGIS Enterprise a must (minimum 5 years).
3. Experience with ArcGIS Portal management a must (minimum 5 years).
4. Experience with ArcGIS Online (minimum 8 years).
5. Experience with SQL Server & Geodatabase management.
6. Experience with ArcGIS for Desktop and Extensions (minimum 5 years).
7. Experience with ArcGIS Pro and Extensions (minimum 5 years).
8. Experience with developing and maintaining documentation, including metadata.
9. Experience with Mongo, Express, React, or Node JS (MERN), .Net Core, Entity Framework, SQL Server, or Angular.
10. Experience with developing Cloud solutions or web-based ArcGIS APIs ( ESRI JavaScript API, ArcGIS REST API, Portal API, etc. minimum 5 years). 7 Primary Job Duties/ Tasks

1. ssist with the GIS System of Engagement (SoE) in the development and deployment of cloud solutions aimed at the integration of systems to ensure optimal resource utilization and a connected experience for all users of the Department.
2. ssist with the AASHTOWare systems in the maintenance and upgrading of the product.
3. ssist in the support the Application Services Team with activities that explore and optimize existing processes, applications, legacy systems, databases, web interfaces and/or hardware, in order to meet the new and emerging enterprise requirements in support of current and future business needs.
4. Work with both internal and external customers to gather business requirements, develop deliverables, perform both database and data analysis allowing for effective sharing of information and adoption of core and new technology for all of the Department.
5. Provide technical GIS support to FDOT Central Office and Districts in the use of GIS web map services and ArcGIS Enterprise (Portal & ArcGIS Server.
6. Provide technical support related to ArcGIS Online, ArcMap, ArcGIS PRO, ArcGIS Portal, AASHTOWare and Server extensions and add-ons.
7. Provide technical support to Central Office and Districts and the design and implementation of ArcGIS, ESRI WebApps and AASHTOWare projects.
8. ssist in the installation, development, and management of ESRI ArcGIS Enterprise Environments and ESRI desktop software.
9. Perform other technical assignments needed to support Application Services. These assignments include, but are not limited to Portal user account management, metadata collection and maintenance.

8 Job Specific Knowledge, Skills and Abilities (KSAs) The list of activities this candidate will be tasked with include, but not limited to the following:

1. Must have Experience with ArcGIS Enterprise and ArcGIS Portal management (minimum 5 years).
2. GIS Data Management includes the application of governance practices, creation, and maintenance of metadata.
3. Customer interactions identifying GIS solutions for streamlining their workflows and processes.
4. Installation and configuration of Esri software suite.
5. Knowledge of Mongo, Express, React, or Node JS (MERN) is desirable.
6. Coordination with Transportation Technology Office for the development, testing, and deployment of applications.
7. SDE Geodatabase design and management
8. ssisting the Transportation Technology Office with troubleshooting web application issues and providing solutions as they occur.
9. Provide and assist with technology and functional upgrades of GIS software and web applications.
10. Migrate existing applications to the GIS Enterprise platform.
11. Create, publish, and share as needed both map and data services for consumption within the ArcGIS software suite.
12. Perform regular health checks on Portal content and web mapping sites and notify Administrators of any issues.
