Duties:


Serve as lead action officer for cross-directorate integration of NCTC's relationships with federal, state, local, tribal, and private sector partners; participate in collaborative activities with domestic partners in accordance with ODNI's intelligence integration strategy.


Participate in collaborative activities with partners and other government agencies; as requested, represent the organization in interagency working groups, and in doing so, effectively recognize, value, build, and leverage diverse and collaborative networks with these organizations.


Develop and coordinate engagement strategies, aligning to DNI, NCTC, and Directorate goals and strategic intent, and manage the relationships between partners, the ODNI, and IC elements.


Coordinate operational and administrative matters, review and investigate issues, and recommend solutions and options; maintain situational awareness of issues affecting organizational equities and the status of multiple projects.


Oversee planning and managing the workflow of issues by continuously adapting priorities based on accurate assessments of criticality, sensitivity and confidentiality.


Requirements:


Conditions of Employment:


  • Must be a U.S. Citizen residing in the United States
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A twoyear trial period is required for all new permanent appointments to the ODNI.

Qualifications:


  • Mandatory Requirements:
  • Experience in and thorough knowledge of the ODNI and IC (e.g. intelligence policy, IC missions, and interagency coordination) to build and sustain effective working relationships and promote the sharing of information with partner organizations.
  • Ability to provide leadership and guidance in the effective coordination of support for highlevel official functions; ability to manage and mitigate risks, assess customer requirements, identify dependencies, and develop responsive plans.
  • Ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as ability to integrate and build upon diverse opinions in a manner that encourages the development of integrated solutions and way ahead strategies.
  • Strong critical thinking skills and ability to coordinate and solve complex supportrelated problems, identify needs and requirements, and develop nonlinear support improvement recommendations for implementation across the ODNI.
  • Ability to provide sound judgement, maturity, and professionalism to appropriately respond to stressful and/or highpressure situations with tact and diplomacy.
  • Ability to lead and support cooperative relationships within the IC, U.S. Government, and domestic partners in protecting the US and its interests abroad.
  • Desired Requirements:
  • Knowledge of organizational protocol policies and procedures and of quality assurance procedures to ensure data integrity and timeliness, knowledge of records management systems and practices.
  • Interpersonal, organizational, and problemsolving skills, including ability to work effectively both independently and in a team or collaborative environment.
  • Develop working relationships and networks with internal and external managers and staff.
  • Analytical and critical thinking skills, including superior ability to interpret complex information from multiple sources.
  • Ability to work independently and manage competing priorities and work requirements in a dynamic, fastpaced environment.
  • Excellent customer service skills and the ability to work with all staff levels both internally and externally.
  • Last two performance evaluations recommended but not required.
  • Must have at least 2 years partnership & engagement experience.

Bachelor's Degree.

Salary Determination:


The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.

Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.

Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.


Relocation Expenses:
For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
