    Reporting to the Senior Electrical Engineer, the Associate Electrical Engineer is the registered professional electrical engineer level on East Bay Municipal Utility District's (EBMUD's) career ladder.

    As appropriate to assignments, the Associate Electrical Engineer would be prepared to demonstrate proficiency in the following areas:

    Project Planning and ManagementPlan and develop project scope, schedule and budget for complex water and wastewater electrical engineering projects; prepare contract bid documents; coordinate the work of multi-disciplinary teams; direct, monitor, and control project activities and ensure compliance with scope, goals, schedules, and budgets.

    DesignPower System Engineering
    • Research and develop electrical design criteria, project scope and cost, prepare drawings, including site and floor plans, equipment elevation and layout diagrams, single line and three line detailed control diagrams, grounding systems, lighting, interconnection diagrams, typical detailed diagrams, conduit and panelboard schedules, wire sizing, and specifications for systems and equipment including substations, power distribution systems, wastewater treatment plants, cogeneration plants, recycled water plants, pumping stations, and office facilities.
    Prepare and review electrical power system analysis including load calculations, transient motor starting, harmonics, short circuit, coordination study, protective relays, and arc flash.

    Academy and strong design experience with NEC, classification (hazardous locations) and non-classification locations, including overhead and underground power systems, switchgears, MCCs, transformers, reclosers, VFDs, ATS, UPS, and standby generators is highly desirable.

    Construction Support and Start upProvide construction support, start-up and commissioning for electrical substations, power distribution systems, motors, generators, various process control strategies with PLC and DCS-based systems, wired and wireless telemetry systems.

    Hands on program/configure/setup/ testing of equipment including breakers, protection relays, power monitors, VFDs, etc. Hands on experience with instrumentation setups and calibrations and configuring control system. Review and approve submittals and RFIs. Make corrections to drawings and as-build drawings for final acceptance and record.

    Working knowledge of the following power and control equipment including ABB, Allen Bradley, Basler, Cutler Hammer, Electro Industries, Emerson, GE, Rosemount, Schneider Electrical, SEL, Square, etc is desirable.

    Technical Support and TroubleshootingProvide technical and project management assistance to facility maintenance on the preventative maintenance program. Field gathering arc flash study data, run arc flash study analysis, and prepare reports.

    Maintain the SKM files as necessary to ensure the technical information is up-to-date and comply with the NFPA 70E requirements.

    Provide troubleshooting support to facility maintenance or leading the troubleshooting effort as issues that arise related to grounding, general power system, power outage, power quality, control, and communications in the wastewater plants and pump stations.

    Planning, Technical Review and ResearchPlan and perform preliminary design of wastewater-related projects; conduct engineering analyses of electrical issues impacting proposed projects; prepare, review and evaluate technical reports, proposals and reports, consultant designs, and prepare regulatory permits and associated documentation.

    Oral CommunicationDemonstrate excellent public relations and customer service skills in meeting with, and making technical presentations to, groups and individuals including EBMUD personnel and officials, representatives of government agencies, customers, contractors, and members of the general public.

    Written CommunicationPrepare concise and accurate engineering reports, correspondence and memos for a wide variety of audiences including EBMUD staff, government and regulatory agencies, contractors, and the general public.

    Computer ApplicationsApply electrical engineering software to complete power system studies and process control; configure Ethernet networks and Windows-based servers and workstations; develop, review and modify VFDs, power monitors, protection relays, and power system related hardware parameters, settings, and operator interface screens and system troubleshooting screens.

    The salary range is $12,275* per month increasing to $12,889, $13,533, $14,210 and $14,920 after 6, 18, 30, and 42 months, respectively.

    *Please note: the salary ranges listed previously may change, due to an anticipated CPI-based salary increase of 3.4% effective in late April 2024.

    Requirements 1. A bachelor's degree from an ABET-accredited electrical engineering curriculum OR a California EIT certificate.2. Four years of professional electrical engineering experience (subsequent to obtaining the degree).3. California registration as a Professional Electrical Engineer and a valid California driver's license and satisfactory driving record.
    Candidates must be willing to work overtime as needed.

    Must possess the physical characteristics to perform the critical and important duties of the classification including office and field duties.

    Equivalent combinations of education and experience may be considered.

    05 Describe your experience designing, commissioning, starting up, and troubleshooting a main power distribution substation that involves two independent incoming power feeds from utility and a tie breaker.

    The substation also has co-generation on the load side that can export power back onto the utility grid if the load consumes less power than the co-generation system.

    Discuss the topology setup of the power distribution system, why the topology is used? What protection relays, power monitors, and synchronization relays were used? What grounding scheme was implemented in the design? Specify the manufacturers and models of the equipment used in the design.
