    GENERAL STATEMENT OF JOB

    Oversees planning, coordination, and project management in support of construction and redevelopment of affordable and attainable housing. Fosters strategic partnerships and provides oversight of federal, state, and local housing incentive programs.
    EXAMPLES OF WORK

    •Supervises and manages staff to include assignment, interviewing/hiring, training and development, and discipline.

    •Serves as the primary point of contact for Okaloosa County's Affordable housing program within Okaloosa County.

    •Promotes affordable housing development within Okaloosa County; maintains a housing developer network and assists in navigating the Okaloosa County development process.

    •Provides analysis, creates strategies and makes recommendations to the Growth Management Director and Administration regarding the development of new affordable, attainable and market rate housing developments and initiatives, to include implementation and dissemination of the Live Local Act.

    •Oversees the deployment of strategies identified in the Okaloosa County Attainable Housing Strategic Plan.

    •Assists with the implementation of housing development projects and programs including solicitation and selection of developers.

    •Creates and leverages strategic partnerships with mission-aligned housing partners including non-profit organizations and the development community.

    •Provides cursory analysis of proposals and financial data, including pro forma review and other proposal materials, for the consideration of affordable housing development incentive awards, if offered by the County.

    •Assists with developing the business case for commercial housing developers.

    •Works with community partners to encourage housing development and seek creative solutions to existing impediments.

    •Compiles data on economic development, land use, and demographic resources related to housing.

    •Reviews and interprets local, state, and federal regulations regarding affordable housing and incentive program administration; disseminates appropriate information to the public and to the development community.

    •Serves as liaison to various agencies to include federal, state, local, and private agencies involved in housing, community development, and related matters.

    •Manages various federal and state funded grant programs to include, but not limited to, State Housing Initiatives Partnership (SHIP), Neighborhood Stabilization Program (NSP), and Community Development Block Grant (CDBG).

    •Researches, monitors and evaluates housing programs, contract and construction activity effectiveness and adherence to rules and regulations.

    •Oversees the implementation of a Local Housing Assistance Plan (LHAP) in accordance with Florida Statutes.

    •Prepares and processes applications, recommendations, agreements, amendments, plans, policies and procedures, and other documents for the Department Director and County Commission to review and approve.

    •Assists with the development of bid package documents (scope of work, budget, or other technical documents) and reviews for compliance with federal, state and local applicable rules and regulations.

    •Facilitates and participates in public meetings regarding grants, housing and development, construction, and associated matters; serves as the County's primary liaison with the Affordable Housing Advisory Committee (AHAC).

    •Evaluates federal, state, or other affordable housing grant opportunities for leveraging of existing affordable housing activities; pursues the development of grant applications, and oversees the administration of awarded grants in compliance with grant requirements.

    •Responds to written and/or verbal inquiries from non-profits, contractors, elected officials, other departments and the general public; investigates, researches and reports on complaints and/or inquires.

    •Provides technical assistance and training for staff, non-profits, and other partners to enhance performance.

    •Coordinates with citizens, development community, property owners, realtors, county staff and others concerning property acquisition and housing incentive programs administration.

    •Conducts research, compiles, analyzes and presents data for County housing and grant projects for departmental, County Commission, and/or public review and decision-making.

    •Performs other duties as assigned.
    MINIMUM QUALIFICATIONS

    Education, Training, and Experience: Bachelor's degree in urban or regional planning, public administration, business administration, or a related field supplemented by five (5) years of progressively responsible planning, housing development/redevelopment, community development, project management, or economic development experience; or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities. Experience with Microsoft Word and Excel is required. Demonstrated knowledge of grant or contract management principles is preferred. Demonstrated knowledge of housing and community development federal, state, and local laws, rules, regulations, codes and statutes is preferred. Experience preparing, reviewing and analyzing technical reports is preferred. Strong analytical, organizational, written/verbal communication and meeting facilitation skills preferred. Experience with Microsoft PowerPoint is preferred.

    Licenses and/or Certifications: Requires a valid driver license.
    OTHER REQUIREMENTS

    Physical Requirements: Requires the ability to operate office equipment, to include computers, copy/fax machines, and any related peripherals. Must be able to exert up to 20 pounds of force occasionally, and/or a negligible amount frequently in order to lift, carry, push, pull or otherwise move objects. Requires bending, twisting and stooping. Must be able to traverse irregular, uneven, and/or erratically moving surfaces frequently. Physical demands are essentially those of sedentary work.

    Language Ability: Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Must be able to read a variety of moderately complex technical data, policy and procedure manuals, codes, professional journals. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Requires the ability to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job.

    Intelligence: Requires the ability to apply principles of logical and scientific thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of instructions in written and oral form; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation.

    Numerical Aptitude: Requires the ability to add and subtract totals, multiply and divide, use decimals and determine percentages; interpret graphs; compute ratio and proportion.

    Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under stress when confronted with frequent deadlines or peak workloads. Requires the ability to exercise consistent tact and courtesy when in frequent contact with various professionals, county staff, and the general public.
