- Develop and maintain program policies and procedures with the highest quality standards of practice as they pertain to case management, service plans and support services. Promptly identify and resolve complex and sensitive issues and matters that pose a safety or other potential risk to APS clients and/or staff. Render final judgment on specific cases where life-threatening conditions are present or where decisions conducted by field office staff are present or where life-threatening conditions are present or where decisions conducted by field office staff are questionable.
- Review monthly reports regarding program productivity and progress, ensuring that all staff and other resources are used effectively to promote an efficient service delivery system appropriately address all problems or incidents as they arise.
- Confer and monitor program Directors to ensure programmatic evaluations that address desired outcomes are conducted regularly and that data is fully analyzed to ensure program effectiveness.
- Oversee responses to State audits and the development of corrective action plans, identify and clarify goals, set timeframes, evaluate new and ongoing programs, and long and shortterm plans; identify areas of potential noncompliance and initiate changes or corrective action plans, as needed.
- Represent HRA/APS and interacts with other City, State, and nongovernmental organizations to improve current services and identify new resources to meet current, new, or changing needs of clients. Explore innovative or nontraditional solutions to problems affecting the APS population. Track trends that affect APS clients, such as the need for affordable housing, growth of the elderly population, elder abuse, and other concerns, and develops strategies with HRA and community colleagues to effectively address these concerns.
- Engage the active participation and collaboration of other city agencies, such as the Department for the Aging, the Department of Housing, Preservation and Development, the NYC Police Department and the District Attorney's office in order to render needed services to APS clients. Collaborate and participate in joint efforts to strengthen and build partnerships with other organizations aimed at fostering the development of collaborative projects.
- Act as the spokesperson for APS, providing information for cooperating agencies and local communities. Represent the Human Resource Department (HRA) and the City of New York at national, regional, and local meetings while remaining abreast of the latest developments affecting APS.
- Work collaboratively with the Chief Special Services Officer and other DSS/HRA leadership on the APS budget and propose modifications and improvements to ensure all City and State mandates are met.
- Participate in regular meetings with the Commissioner, the Chief Special Services Officer and other HRA leadership, as well as leaders of other City, State, and external agencies (where indicated), in the formation and implementation of policy.
- Serve as a permanent member of the NYS/DSS APS Advisory Council. In conjunction with HRA Legislative Affairs, prepare comments and amendments to proposed legislation and regulations that directly affect APS programs and operations.
- A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or
- Education and/or experience equivalent to "1" above.

Adult Protective Service (APS) is mandated by the State of New York to provide social, legal and protective services to individuals 18 years of age and older, who because of mental or physical impairments are unable to meet their essential needs for food, shelter, clothing or medical care, secure benefits and entitlements or protect themselves from physical or mental injury, neglect , maltreatment, or financial exploitation; are in need of protection from actual or threatened harm, neglect or hazardous coordination; and have no one available who is willing and able to assist them responsibly.
APS ensures that medical and psychiatric services, eviction prevention, financial management, home care, legal services and as last resort, institutional placements are provided.
Under the supervision of the Chief Special Services Officer, with wide latitude for initiative, action, discretion, and decision-making, the Deputy Commissioner of Adult Protective Services (APS) is responsible for ensuring APS' mission is adhered to as mandated by the State of New York.
The Deputy Commissioner assumes all responsibility for adherence to legislative mandate, regulations, standards, directives an policies while implementing programs which provide emergency assistance, deliver case management, supportive and protective services to all adults, eighteen (18) years and older, who are unable to carry out the activities of daily living, safeguard themselves from neglect or hazardous situations, face eviction, or have no other resources.
Adult Protective Service (APS) is seeking to recruit one Administrative Director of Social Services Level V to function as Deputy Commissioner of Adult Protective Services who will:HOURS/

Qualifications
(A) A master's degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and/or urban studies may substitute for two years of experience; and/or
(B) Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in "2(A)" above for each year of experience up to a maximum of three years; or
(C) A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.
However, all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in "1" above.
