    Organizational Context:
    INEOS is a global manufacturer of petrochemicals, specialty chemicals and oil products.

    It comprises 18 businesses each with a major chemical company heritage.

    Its production network spans 67 sites in 16 countries throughout the world.


    The INEOS Olefins & Polymers USA business is a major participant in the North American chemical industry, with an annual manufacturing capacity of 9.6 billion pounds of petrochemicals.


    Manufacturing sites include Chocolate Bayou Works (Alvin, TX), Battleground Manufacturing Complex (La Porte, TX), and Carson (Carson, CA), with a corporate office in League City, TX.


    Purpose of the job:
    There is a need for a SHE/Environmental Engineer at the Carson facility.

    The SHE/Environmental Engineer position is responsible for regulatory compliance at the site.


    It collects environmental performance data (air, water, and solid) as well as process safety evaluations (HAZOPs, JSAs, MOCs) to comply with Ineos IGGNs, 20 Principles to identify and reduce environmental and safety risks.

    It creates, defines, and audits programs for industrial hygiene, environmental sampling, analytical, reporting and associated record keeping for compliance with the Carson (and associated facilities) EPA, AQMD environmental permits and CalOSHA reporting.

    Responsibilities include ensuring permit applications and modifications as well as all environmental reporting are completed in a timely manner.

    Position involves considerable contact with Operations, Laboratory, Maintenance, Safety, and Management personnel.

    Position also established liaison with State and Federal environmental regulatory agencies as well as intra-company environmental technical groups.
    Responsibilities and Accountabilities


    Most important activities:
    Lead, support and promote the 20 Principles for Managing Behavioral Safety and Process Safety and the Lifesaving Rules

    Leads the safety effort by setting expectations, participating, and leading SHE activities for their role (Risk Assessments, training, incident investigations, Safety Observations, and audits).

    Completes investigation/assessment corrective actions
    Assuring that all Safety and Health regulatory and INEOS requirements have been properly identified and that processes are designed to ensure compliance
    Primary responsibility is for air emissions issues with secondary responsibility for water and waste.
    Lead the plant team in response to EPA requests under Section 114 of the Clean Air Act.
    Adopts and implements best practices to resolve long-standing problems and new regulatory applicability.

    Develops and implements the environmental systems for ensuring and documenting compliance with the Carson EPA and AQMD environmental permits and regulations.

    Provides guidance to Operations, Maintenance, and other plant groups to implement these systems.
    Expected to lead Six-Sigma Green Belt project in area of expertise. Also, expected to assist in efforts on Black belt projects, if necessary.

    Providing environmental representation in turnaround and construction project planning to facilitate incorporation of environmental considerations and activities into project development and execution.

    Participating and/or coordinating various environmental audits/assessments and action plan development
    Providing innovative and cost-effective solutions to compliance issues, emerging regulations and corporate initiatives.
    Support other environmental programs as needed.

    Prevention of Significant Deterioration (PSD) air permits.

    California division of Occupational Safety and Health
    Prepares permit applications and/or amends existing permits to allow for improvements at the Carson Plant as regulations require.

    Conducts audits and provides other environmental surveillance as necessary to ensure facilities are in compliance with applicable environmental laws, regulations, and permits.

    Provides pre-commissioning and start up assistance to Operations for capital projects.
    Provides review of Operations, Maintenance, and Laboratory Standard Operating Procedures for environmental compliance.
    Provides environmental engineering support to Operations and Maintenance for environmental control equipment and systems.
    Coordinates training of plant personnel in environmental areas in close cooperation with the Training Coordinator.
    Networks with other INEOS sites to share best practices, enhance network operation, and determine ways to implement value-added ideas.
    Anticipates problems involving compliance and develops innovative approaches to address those issues.
    Investigates permit excursions and files necessary reports with applicable agency.

    Determine root cause and recommend corrective action.

    Skills & Knowledge Required

    Education/Experience
    Bachelor of Science degree in Chemical Engineering
    Minimum of 2 years of plant experience.
    Managing air programs in petrochemical or refinery facility is a plus.
    Olefins and/or Polymers manufacturing experience is beneficial.
    Six-Sigma Green Belt certification, preferred
    Most Important Skills & Knowledge

    In-depth knowledge needed of chemical reaction and distillation process design to effectively demonstrate routine emissions for permit applications and upset conditions.

    Excellent knowledge of chemical engineering math needed to calculate mass balances, partial vapor pressures, and combustion reactions for various routine reports and demonstrations.

    Strong initiative to solve problems and make timely and effective decisions.

    Proficient use of computer applications and databases allowing position to implement environmental programs and to use sophisticated modelling programs to predict emissions and releases.

    Strong technical written and oral communication skills needed to interact effectively with regulatory agencies, community and plant representatives.
    Strong interpersonal skills needed for teambuilding and networking in order to influence others.
    Self directed and self motivated team player.
    Physical Requirements
    The engineer must be able to work in a variety of environments that include both fieldwork and deskwork.


    Minimum requirements include:
    Maintaining constant awareness of personal safety and the safety of all other personnel.

    This includes knowledge of unit operation, procedures, and rules.
    Being able to work in a safety sensitive environment that includes large rotating equipment and hazardous chemicals.
    The manufacturing facility is located inside a 3rd Party Refinery in the Los Angeles Basin.

    As such, the engineer must be able to withstand both high temperatures while wearing the appropriate personal protective equipment.

    In addition, the engineer must be comfortable working in a loud or dusty environment that could include exposure to fumes / odors or vibration from surrounding equipment.

    Being able to ascend and descend a barrel ladder with continuous vertical length of up to 35 feet.
    Being able to climb and descend stairs up to a total structure height of 200 feet.
    Being physically able to wear and navigate through the unit with a respirator if needed.
    Being able to pick up a 50 lb object such as a fire extinguisher or a large book/binder.
    Being able to work at a desk and operate routine items such as a computer and calculator.
    External candidates must be fully vaccinated against COVID-19.

    Pay:
    $94, $134,921.00 per year
    (Pay is based on several factors including but not limited to education, work experience, certifications, etc.)
