    Summary

    LOCATION: This position will be located in various components throughout the Atlanta Region.

    TOUR OF DUTY: Monday through Friday - 8 hours per day. Flextime and compressed work schedule(s) are available. Part-time employees must convert to a full-time status if selected. Conversion to full-time will be dependent upon agency availability. Incumbent may be required to travel.

    Selectee will either serve in a supervisory or non-supervisory assignment depending on need and availability of assignments. GS-14 employees may apply, but if selected will not receive a promotion. All other program selectees will be temporarily promoted to the next higher grade level for which they qualify.

    The Atlanta Region Leadership Development Program (ARLDP) is a 12-month program designed to provide career-enhancing work experiences for employees who exhibit a high degree of performance in their current position and who demonstrate strong potential for advancement. The purpose of the program is to gain experience that will strengthen SSA leadership positions. Program participants will be able to expand their knowledge and skill base by participating in developmental assignments that may not ordinarily be available to them.

    Employees who have participated in another development program within the past three (3) years (e.g. Presidential Management Fellows Program, National Leadership Development Program, Atlanta Region Leadership Development Program (ARLDP), and OHO Voyage Career Development Program are not eligible to participate. 4100 applicants will not be considered.

    Selectees will begin their assignments in October 2024. Each assignment will be 4-6 months in duration. Participants must also take one assignment outside of their home component. The needs, strengths, and interests of the participants, and the needs and priorities of the assignment offices will determine developmental assignments. Participants may be asked to perform additional assignments within their commuting area, as well as virtual assignments.

    In addition to the developmental assignments, the ARLDP consists of formal training (budget permitting), individually planned reading and self-paced courses. Selectees must complete at least two weLearn courses during the program; complete one weLearn written communication course and written assignment; read and prepare book reports on at least two management/leadership books; complete two executive interviews and complete a program evaluation at the end of the program. Participants will be temporarily promoted to the next higher grade or reassigned at their current grade level. Selection into and completion of the program does not guarantee the participant either a promotion or a different position.

    At the end of the program, the participants will return to their permanent grade and position of record. Participants who receive promotions or permanent assignments during the program will be terminated as participants in the program.

    Qualifications

    Applicants must be Atlanta Region permanent, full-time, career/career-conditional full performance level employees, at the grade GS-13, in the Regional Office, Field Offices, Teleservice Centers, SEPSC, Office of Quality Review, Office of General Council, Office of Hearings Operations, Office of Civil Rights and Equal Opportunity, Atlanta Operations Training Studio, and the Office of Operational Human Resources Services. Part-time SSA employees may apply; however, if selected, they must convert to a full-time work schedule during the program.

    Applicants must have a Summary Appraisal Rating of at least "Level 3" and be in "good standing" with no outstanding leave restrictions or disciplinary actions.

    Qualification requirements must be met by the closing date of this announcement.

    For GS-14: 52 weeks at GS-13 or above.

    GS-14 employees may apply, but if selected will not receive a promotion. All other program selectees will be temporarily promoted to the next higher grade level for which they qualify.

      • A - Action: Describe specifically what you did to address the challenge.
      • R - Results: Cite specific examples of the outcome or results and the impact of your actions.
    NONCOMPETITIVE CONSIDERATION DUE TO SPECIAL HIRING AUTHORITY

    Applications for noncompetitive consideration will be accepted from SSA employees in the area of consideration who are currently serving under the following types of appointments: Schedule A, Reg U) appointments for individuals with disabilities and time limited appointments for veterans with a compensable service-connected disability of 30% or more.     LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.

    OTHER NOTES:

    This position is Temporary not-to-exceed One-Year. Temporary reassignments will not be extended nor become permanent.

    Selection for the FY25 ARLDP guarantees automatic temporary promotions. Temporary promotions will be provided for rotational assignments at a higher level than the participant's permanent grade level. Applicants must also meet eligibility requirements for temporary promotion.

    TEMPORARY SUPERVISORY PROBATIONARY: First time supervisors/managers are required to serve one year supervisory/managerial probationary period.

    Selected employee is subject to the completion of a 1-year probationary period for a supervisory position unless the employee served in such a position before August 11, 1979, or has completed one.

    Relocation expenses will not be paid.

    Travel expenses for temporary assignments will be paid as appropriate according to applicable travel rules and/or regulations.

    RESPONSIBILITIES OF SELECTED PARTICIPANTS

    Once selected, participants will:
    • Submit an Individual Development Plan (IDP)
    • Fulfill rotational assignment requirements
    • Attend orientation
    • Complete a 360° Leadership Profile
    • Submit a confirmation of assignment form prior to each rotational assignment
    • Complete an assignment evaluation at the end of each rotational assignment
    • Complete at least two weLearn courses and prepare written summaries
    • Complete one weLearn written communication course and written assignment
    • Read and prepare book reports on at least two management/leadership books
    • Complete two executive interviews
    • Complete a program evaluation at the end of the program
    PROGRAM ADMINISTRATION

    Program Funding: Selectees are encouraged to work with their mentors and component heads to identify appropriate assignments that can be accomplished with little or no cost and within the selectee's commuting distance. Selectees must also take one assignment outside of their home component. If applicable, per diem will be paid based on budgetary constraints. Virtual assignments are also encouraged.

    Full-Time Equivalencies (FTE): The Regional Office will reassign selectees into the developmental position descriptions. FTEs are carried by the participant's permanent duty station and are not counted against the ceiling of the rotational assignment offices.

    Time and Leave Records/SF-7B File: The permanent duty station office will maintain time and leave records. The timekeeper of the temporary assignment office will report any leave usage to the permanent timekeeper for transmission. The permanent job office will also maintain the SF-7B file.

    Supervisor's Evaluation and Annual Assessments: Program participants are expected to perform at least at a Level 3 while in the developmental program. Program participants will forward the assignment supervisor's evaluation to their permanent supervisor for consideration in the preparation of the annual performance assessment.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.

    All applicants will be evaluated against the same criteria (i.e., the degree to which they demonstrate the potential to perform in a leadership position).

    Applications are screened to ensure applicants meet the basic qualifications for the program. The following instruments are used to evaluate qualified applicants:

    Self-Assessment Questionnaire (SAQ) Maximum Score: Applicants who score above a pre-determined threshold meet the minimum qualifications.

    Supervisor's Evaluation of Leadership Traits (SELT) Maximum Score: 50 points

    First and Second-level supervisors will rate the applicant based on the five leadership competencies and submit the form to the Component Head.

    Rating Panel Review (RPR) Maximum Score: 30 points

    The review panel is comprised of Atlanta Regional Office, Field Office, Teleservice Center, and SEPSC, management staff members.

    The SELT and RPR scores of "Well Qualified" applicants are combined to establish the "Highly-Qualified" applicants.

    Behavioral Based Interview (BBI) Maximum Score: 20 points

    "Highly-Qualified" applicants participate in a phone interview with panel members. The interview consists of work simulations related to the leadership competencies. Applicants are assessed by teams of Atlanta Region managers.

    The SELT, RPR, and BBI scores of "Highly-Qualified" applicants are combined to establish a list of "Best-Qualified" applicants.

    The Regional Commissioner makes the final selections from the "Best-Qualified" applicants for the ARLDP program.
