    JOB DESCRIPTION

    JOB SUMMARY
    Under the direction of the Director or the Deputy Director of Utilities, performs skilled professional and supervisory work to manage the city's water quality assurance program. The Water Quality Laboratory Manager provides oversight on the city's water quality testing and monitoring programs for our water and wastewater treatment plants and systems, and provides supervision and direction for the water quality personnel. Employee coordinates facility compliance with National Environmental Laboratory Assurance Program (NELAP), the Florida Department of Environmental Protection (FDEP), and any other applicable standards. The Water Quality Manager oversees the analysis of specific chemical, bacteriological, and physical parameters of the potable water, reclaimed water and wastewater treatment processes and performs quality control and quality assurance of the testing and analysis results. The Water Quality Laboratory Manager serves as a member of the Water Quality Assurance Team, assists the treatment facilities and other staff with data interpretation, reports testing results to the appropriate regulatory agency, and assist as a technical advisor for special projects. The employee also interprets complex rules, formulates compliance programs, troubleshoots problem areas and makes recommendations, manages external laboratory testing, responds to customer water quality inquiries, performs and evaluates quality control testing, supervises subordinate employees, coordinates testing with plant operations, interprets current approved testing procedures and updates procedures as required.
    ESSENTIAL JOB FUNCTIONS
    • Formulates water and waste water quality testing programs and procedures to insure compliance with State and Federal water testing requirements.
    • Prepares specifications and acquires bids for out-sourced testing procedures and ensures outsourced data is complete and delivered on time for reporting
    • Supervises and schedules Water Quality Assurance Personnel for collection and analysis of all environmental water samples (waste water, storm water, groundwater and surface water).
    • Performs quality control elements as required by NELAP or the Florida Department of Health Quality Assurance Program.
    • Oversees the calculation and compilation of data for monthly reports and process control
    • Insures the calibration of lab equipment and maintenance of log books and orders, tracks and maintains lab inventory and supplies and makes recommendations concerning upgrading lab equipment and instruments.
    • Manages, trains, and evaluates subordinates.
    • Develops and manages the yearly budget for the Water Quality Lab.
    • Procurement of laboratory supplies and equipment Coordinates sample collection and analysis activities with outsourced Contract Laboratories.
    • Assists and accompanies representatives from regulatory agencies during inspections and assists in preparation of annual Water Consumer Confidence Report.
    • Provides accurate data in report form in accordance with regulatory requirements.
    • Performs and sets up programs for routine preventative and corrective maintenance of lab equipment/apparatus and makes recommendations based upon results.
    • Responds to customer inquiries related to water quality.
    • Assists as a technical advisor for special projects.
    • Serves as a member of the Water Quality Assurance Team.
    • Fills in for subordinates as required.
    • Essential Employees may be required to work during a declared or undeclared emergency.

    KNOWLEDGE, SKILLS AND ABILITIES

    Knowledge, Skills and Abilities:
    • Knowledge of the Florida Department of Environmental Protection (FDEP) and United States Environmental Protection Agency (USEPA) rules and regulations for water and waste water compliance
    • Knowledge of laboratory practices and principles, operation and care of lab equipment, safety practices and procedures, and laboratory quality control methods is required
    • Knowledge of the state of Florida and National Laboratory Quality Control Programs
    • Knowledge of NELAP accreditation requirements
    • Skill in making responsible decisions and proper judgments based on factual data
    • Skill in troubleshooting problem areas and setting up new or modifies existing lab procedures
    • Skill in operating a personal computer, GIS, electronic databases, spreadsheet, word processing, and specialized laboratory management programs
    • Ability to read and understand written and oral instructions is required
    • Ability to work with a minimum of supervision and be highly motivated. Interaction with outside regulatory personnel and the plant operations staff is essential
    • Ability to communicate effectively with customer water quality concerns and inquiries and determine the appropriate actions based on policies.
    EDUCATION AND EXPERIENCE

    QUALIFICATIONS
    Education and Experience:
    This position serves as the Technical Manager and Quality Assurance Officer for the Laboratory and as such requires candidates to meet the following requirements for NELAC Technical Manager and Quality Assurance Officer as described in the TNI Standards referenced in Chapter 64E-1 Florida Statutes:
    1. A bachelor's degree in microbiology, biology, chemistry, environmental sciences, biological sciences, chemical sciences, physical sciences, or engineering, with at least twenty-four (24) college semester credit hours in chemistry and at least sixteen (16) college semester credit hours in general microbiology and biology; and
    2. At least two (2) years of experience in the environmental analysis of representative inorganic and organic analytes. A masters or doctoral degree in one of the above disciplines may be substituted for one (1) year of experience.
    OR
    1. A full-time employee of a drinking water or sewage treatment facility who holds a valid treatment plant operator's certificate appropriate to the nature and size of such facility shall be deemed to meet the educational requirements. A technical manager shall have two (2) years testing experience devoted exclusively to the testing of environmental samples specified in the scope of the facility's regulatory permit. Such accreditation for a water treatment facility and/or a sewage treatment facility shall be limited to the scope of that facility's regulatory permit. Additionally, the applicant shall have a minimum of 4 years' experience working in a NELAP Certified environmental laboratory analyzing waste water and drinking water and 2 years' experience managing or supervising staff.
    Special Qualifications:
    For positions requiring the operation of City vehicles, must possess a valid current state of Florida driver's license, or be able to acquire one within 45 days of hire.
    ESSENTIAL PHYSICAL SKILLS
