    Description


    Under direction of the Behavioral Health Director, the Equity Services Manager (ESM) promotes and monitors quality and equitable care as it relates to diverse racial, ethnic, and cultural populations served by both County operated and contracted behavioral health programs.


    The ESM will provide critical leadership and valuable expertise to Ventura County Behavioral Health (VCBH) in regard to diverse racial, ethnic, and cultural issues and populations.

    The importance of the ESM position necessitates individuals with a level of expertise and professionalism that leads to results; better services and outcomes for diverse racial, ethnic and cultural populations experiencing health disparities.


    The ESM is an essential resource for helping the County to meet a growing number of local, State and Federal cultural competence requirements.

    ESMs regularly review service utilization data, actively participate in local behavioral health planning and projects that respond to the needs of the County's diverse racial, ethnic, and cultural populations, and review and comment on numerous major State policy and legislative proposals that would impact those populations.

    The ideal candidate will have experience and knowledge of strategies to promote diversity, equity and inclusion programs and practices. The ideal candidate will have knowledge of systemic racism and its impact on communities of color.

    The ideal candidate will also be able to actively engage key internal and external stakeholders at all levels to foster behaviors, attitudes, policies, and initiatives that support racial equity efforts.

    They will have strong data analytical skills including using data to advance racial equity.

    They will have excellent communication skills and the ability to work across social sector issues to ensure collaborative decisions with community stakeholders.

    Finally, the ideal candidate will be skilled in conflict mediation and be familiar with employment regulations related to diversity, equity and inclusion programs.

    BILINGUAL INCENTIVE:


    Incumbents may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification.

    Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

    Program Administrators are Management/Confidential classifications and are not eligible for overtime compensation. Incumbents in these classifications are eligible for benefits at the MB3 level.

    this and similar positions only.

    REVIEW OF APPLICATIONS:
    Applications will be reviewed on a weekly basis beginning the week of February 05, 2024Duties may include, but are not limited to the following:
    Leads responsibility for the development and implementation of cultural competence planning within the organization including mental health treatment, substance use disorders (SUD), Prevention and Early intervention (PEI), and Mental Health Services Act (MHSA) programs;
    Maintains an active consultative, and supportive relationship with consumer and family organizations, local planning boards, advisory groups, the State, and other behavioral health agencies;
    Ensures that interpreters are trained and monitored for language competence;
    Collects data and provides multiple reports to various departments including but not limited to Quality Assurance, CCC, Policies and Procedures;
    Attends trainings that inform, educate, and develop the unique skills necessary to enhance the understanding and promotion of cultural competence in the behavioral health system;
    Attends meetings as required by the position including, but not limited to County Behavioral Health Directors Association (CBHDA), Cultural Competence Equity Social Justice Committee (CCESJC), regional ESM meetings, various State meetings, meetings convened by various advisory bodies, and other meetings as appropriate;
    Serves as internal consultant to department leadership on a broad scope of initiatives intended to advance diversity, equity, and inclusion;
    Develops and participates on a Cultural Competence Committee (CCC) that addresses cultural issues and has participation from cultural groups that are reflective of the community;
    Monitors and assures compliance to all cultural competency policies and procedures;
    Participates in the regional and state level Ethnic Services Committee meetings;
    Holds responsibility for the development of the state mandated CCPR currently required every 3 years, as well as yearly updates;
    Reviews and provides feedback to the County senior leadership team on materials generated at the State and local levels, including, but not limited to, proposed legislation, State plans, policies, and other documents;
    Reports on CCC activities as required in the Cultural Competence Plan Requirements (CCPR) annually; and
    Other related duties as needed.

    Education, Training and Experience:


    Considerable administrative support experience coupled with experience in the fields related to the assigned program which demonstrates possession of and competency in technical knowledge of the program area.


    Program Administrator I:
    One (1) year experience working with diverse communities, cultures, consumers, and interpreters.
    Some project and data management experience.


    Program Administrator II:
    Two (2) years' experience working with diverse communities, cultures, consumers, and interpreters.
    One (1) year of project and data management experience.

    Program Administrator


    III:
    Three (3) years' experience working with diverse communities, cultures, consumers, and interpreters.
    Experience with the use of cultural models to address system change.
    Two (2) years of project, data collection, and management experience.


    Senior Program Administrator:

    Typical qualifying experience includes:


    Bachelor's degree in a Social Science field, Business or a related field or year to year equivalent experience and a minimum of five (5) years of project, data collection, and/or program management experience.

    OR
    Master's degree in Social Science, Business Administration or related discipline and three (3) years of project, data collection, and/or program management experience


    Necessary Special Requirement:
    Must be bilingual Spanish/English
    Must possess and maintain a valid California driver license.


    NOTE:
    Effective writing skills must be demonstrated in the completion of the application and answers to the supplemental questions.

    Knowledge, Skills, and Abilities:

    Working knowledge of:


    Cultural Competence, Equity and Social Justice; the State Cultural Competence Plan Requirements; the Federal Cultural and Linguistic Appropriate Standards; the use of cultural competency principles on organizational and service delivery levels; multicultural skills, knowledge and experience; principles of client advocacy and recovery; practices for tracking and addressing disparities; diverse populations; and legislation, regulations, policies, standards and local plans pertaining to Cultural Competence.


    Ability to:
    Understand the State and Federal Cultural Competence requirements and regulations; apply principles of cultural competence to program development and management; prepare and deliver comprehensive written and oral reports and correspondence; demonstrate community collaboration skills; speak effectively to large groups, organize and facilitate the Cultural Competence Committee (CCC); work well independently while maintaining a personal and professional commitment to maintaining team involvement; engage and build partnerships with local communities; employ strong communication and people skills with a diverse population; embrace and represent the VCBH Mission Vision and Values

    TRAINING & EXPERIENCE EVALUATION:


    A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire.

    The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements.

    In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department.

    Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.


    NOTE:

    The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool.

    In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis.

    For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities.

    ORAL EXAM – 100%:


    A job-related oral exam will be conducted to evaluate and compare participating applicants' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job.

    Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

    If there are three (3) or fewer qualified applicants, an oral exam will not be conducted.

    Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.


    Applicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
