    Pinellas County Utilities seeks a motivated and collaborative engineering manager with effective communication skills to lead the planning, development, and management of the County's water, sewer, and reclaimed water capital improvement programs. This is a leadership position within the Utilities Department and includes working with internal teams of varying departments, managing internal and external consultant design teams for project development, quality analysis, alternatives determination and design. The position assists with prioritizing, scheduling, budgeting, and managing of capital construction projects consistent with County and Utilities strategic plans and goals. The position requires understanding of water/sewer systems in regards to pipeline systems, treatment processes, hydraulics, and water quality, as well as best management practices in project management, engineering design practices, construction methods, and regulatory requirements. This position works closely with the Maintenance Division (Horizontal Assets) and Operations Division (Vertical Assets) of Utilities Department to prioritize and rank CIP projects for implementation and typically provides project coordination throughout construction process.

    The Planning and Project Management Division Director is a strategic thinker who ensures goals or objectives are accomplished within prescribed timeframes, funding parameters and quality standards.   • Education and Experience

    Progressively responsible technical, professional, and administrative functions in engineering or construction project management systems managing capital improvement projects in a government framework that includes formal supervisory training or 1 year of team leadership or supervisory experience.

  • 8 years of experience as described above.
  • Associate degree in a related field and 6 years of experience as described above.
  • Bachelor's degree in a related field and 4 years of experience as described above.
  • Master's degree in a related field and 2 years of experience as described above.
  • Special Requirements

  • A Florida Professional Engineering license, or a Professional Engineering license from a state that has reciprocity with the State of Florida and is able to obtain FL PE license within 6 months of hire.
  • Preferred Qualifications

  • Project Management Institute – Project Management Professional (PMP) Certification, or similar certification and experience.
  • Five years of leadership experience managing large teams.
  • Government experience in managing a capital improvement plan with budget greater than $10 million.
  • Experience in development and implementation of project management systems.
  • Experience in working with Florida regulatory agencies including Department of Transportation, Department of Environmental Protection, and Water Management Districts.
  • Knowledge of engineering practices and principles related to short and long-term planning, design, construction, operation and maintenance.
  • Ability to develop multimillion-dollar capital improvement plans over a multiyear period and implement through establishing appropriate budgets and schedules as well as demonstrating strong leadership with subordinates and team members.
  • Representative Duties

  • Provides leadership in management principles and processes with Utility Dept. staff.
  • Assist the director in all aspects of the department's Capital Improvement Program, and implement organizational efficiencies to improve processes related to project execution.
  • Effectively delegate projects and programs to ensure accountability and expectations are established and communicated.
  • Prepare presentations for public meetings as well as internal and external stakeholders.
  • Build partnerships with internal and external stakeholders that inspire a collaborative approach and meet organizational strategic goals.
  • Coordinates the work assignments of the department with others in the County.
  • Supervises employees including creating goals, objectives, and accountability, developing individual Personal Development Plans and conducting performance appraisals.
  • Responsible for personnel matters within the department, including hiring, discipline, training, employee development, performance appraisals, and related activities.
  • Actively participate in relevant associations and technical/management conferences to stay abreast of current policies and regulations.
  • Meet with representatives from other agencies outside the county for coordination purposes.
  • Address and communicate complex customer issues and develop written reports and recommendations in a timely and efficient manner in accordance with all applicable policies.
  • Negotiate complex agreements and address legal matters related to water, wastewater, and reclaimed water services.
  • Establish programs to ensure capital projects are effectively communicated, and customers are appropriately informed during critical emergency events.
  • Assist with the development of the capital and operational budgets to ensure consistency with county, department, and division objectives.
  • Provide briefings to senior staff, County Administration, or County Commissioners as needed.
  • Prepares budgets, schedules, quality standards and work breakdown structures for projects.
  • Leads and/or participates on the County's Portfolio Project Management Team and ranking committees to determine project goals, budget, schedule, and priorities.
  • Knowledge, Skills and Abilities:

  • Knowledge of County budgeting procedures and ability to apply this knowledge to administer and coordinate administrative and operational budgets;
  • Knowledge of principles and techniques of effective communication;
  • Knowledge of public administration principles and practices;
  • Knowledge of project management, asset management, and design software.
  • Skill in advanced leadership techniques and practices to evaluate and determine organizational goals and objectives, maximizing effectiveness of organizational work units through staff selection and assignments;
  • Skill in team-building, developing a creative vision and strong communication;
  • Ability to apply computer applications and software;
  • Ability to apply independent judgment and discretion based on knowledge of the County functional and structural organization;
  • Ability to communicate clearly and concisely, both orally and in writing;
  • Ability to establish and maintain effective working relationships with governmental agencies, public officials, private officials, and the general public;
  • Ability to exercise sound independent judgment and tact in working with people and applying and interpreting departmental policies and procedures;
