    The Broward County Board of County Commissioners is seeking qualified candidates for Child Care Licensing Specialist to support the Consumer Protection Division.

    This position requires knowledge and experience in the field of early childhood education and regulation, performing various duties such as:

    • Conducting routine, renewal and re visit inspections to child care arrangements to monitor for compliance with regulatory requirements.
    • Conducting enforcement activities, to include but not limited to investigating complaints, issuing Notices of Violation, and testifying in administrative hearings.
    • Participating in the development of and conducting trainings, consultations, speaking engagements and other special events or projects.

    General DescriptionPerforms site visits to child care facilities and family child care homes to monitor for compliance with the State Statutes and the County Child Care Facility and Family Child Care Ordinances.

    Works under general supervision, independently developing work methods and sequences.

    Minimum Education and Experience Requirements Requires a Bachelor's degree with major coursework in early childhood development, child psychology, sociology/social work, elementary education, pediatric nursing or closely related field.(One year of relevant experience may be substituted for each year of required education.)Requires one (1) year working with young children in a preschool or child care setting or investigating complaints and providing licensing visits to child care facilities or closely related experience.

    Certifications and Licenses Must possess a valid Florida driver's license at time of appointment and have a vehicle or access to a vehicle.

    Must be able to drive and to obtain and maintain authority to drive on County business.


    Requires:
    Passing and maintaining a Level 2 Background Screening. Preferences*Master's degree in related field*Basic and/or Specialized National Certified Investigator & Inspector (NCIT) - CLEAR Credential at time of hire*National Regulatory Professional Credential - NARA Certification at time of hire*Bi-Lingual in English/Spanish, English/Creole, English/French, English/Russian, English/Portuguese*Active Playground Safety Certification

    The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

    Conducts routine, renewal and re-visit inspections to child care arrangements licensed or registered by the County to monitor for compliance with regulatory requirements related to child care standards of education and training, health, safety, sanitation, and nutritional requirements.

    Prepares inspection reports using web-based inspection software.
    Prepares Notices of Violations following standard operating procedures.
    Prepares Administrative Staffings for child care arrangements who demonstrate patterns of non-compliance.

    Investigates and reports the findings of complaints regarding licensed, registered, and unlicensed child care arrangements through field visits within 48 hours of receipt of complaint.

    Participates in enforcement activities.
    Confers with child care facility owners, directors, and/or staff to make compliance recommendations for quality improvements.
    Coordinates with allied resource agencies with regard to related services.
    Reviews and processes re-licensing applications in accordance with Standard Operating Procedures.
    Provides technical assistance to child care providers regarding program improvements.

    Maintains knowledge of trends and developments in related areas by attending workshops and seminars on early childhood development, education and regulatory processes.

    Participates in the development of and conducts trainings, consultations, speaking engagements and other special events or projects.

    Participates in the preparation of and testifies in hearings involving child care arrangements in violation of the State Statutes or County Ordinances and consults with Assistant County Attorney when necessary.requested by providers to contest licensing actions related to Notices of Violations and Administrative Fines.

    Responds as assigned to additional duties and responsibilities before, during and after County designated emergency events.
    Prepares monthly Outlook calendars, monthly Performance Measure reports and other reports as requested.
    Performs other job related duties as assigned.
    Physical Demands Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
