- Establish procurement strategies for acquisition, receiving and tracking of project materials and services that optimize quality, cost, and timely delivery criteria.
- Work collaboratively with Estimating and Pre-Construction teams to coordinate supplier selection, negotiate terms and conditions, track supplier and subcontractor performance standards, and conduct ongoing evaluation.
- Negotiate with large national suppliers to optimize the value proposition across multiple contracts.
- Manage risk using supplier qualification, contract terms, bonding and insurance requirements.
- Conducts periodic meetings with the Procurement team to ensure that priorities are clear and the workflow is running smoothly.
- Prepares periodic reports regarding procurement activities and takes action to improve performance.
- Ensure compliance with the Federal Acquisition Regulation (FAR)
- Prepare, maintain and review purchasing records, produce management reports, track the status of requisitions, contracts and orders, approve bills for payment, calculate the cost of orders, and assign invoices to the appropriate accounts.
- Conduct research via the Internet, catalogues, trade publications, and trade shows to identify potential suppliers.
- Interview prospective suppliers either face-to-face or over the phone to determine prices, discounts, terms, etc.
- Create reports with vendor & product or service comparisons of prospective suppliers to support management decisions.
- Prepare, maintain and review purchasing files and records, price lists, and the status of requisitions, contracts and orders.
- Prepare procurement execution plans and oversee the full array of materials management and procurement functions of purchasing, expediting, shipping, receipt and inspections, and logistics.
- Optimize the material and supplier portfolio – that is what materials should be bought in bulk and consumed as needed from inventory by projects, and which materials are best to acquire as needed for specific projects.
- Support, and in some cases lead, cost reduction efforts.
- Recommends appropriate development and training plans for team members and evaluating their effectiveness through monitoring the results delivered and employee's performance.
- Identifies human resources requirements for the group according to best practices and market norms.
- Carries out performance appraisals and goal setting for team members according to the planned schedules and recommending necessary actions.
- Performing other duties related to the job as assigned.
- For Security Clearance Requirements – Must be a U.S. Citizen.
- Bachelor's degree in a related field preferred.
- Eight or more years of related professional experience in a comparable environment procuring related goods and services.
- Professional knowledge of the Federal Construction industry methods, and applications.
- Professional knowledge in Construction Procurement.
- In-depth knowledge of related governmental laws and legislation, especially the FAR.
- Ability to manage financial resources and skilled in financial analysis.
- Excellent people management and conflict resolution skills.
- Demonstrated success in negotiating and influencing.
- Excellent proficiency in MS Office products (primarily Word, Excel and PowerPoint).
- Detail-oriented and organized.
- Engaged, proactive, resourceful, and self-motivated.
- Possess strong analytical, organizational, and interpersonal skills.

General Position Description
We are looking for an ambitious Procurement Manager to join our growing team.
The Procurement Manager will report directly to our Chief Administrative Officer and work closely with our Estimating, Pre-Construction and Operations teams.
As an integral part of the organization, the Procurement Manager will need to excel in the areas of financial analysis, research, and negotiation tactics with a high level of attention to detail.
