    Summary

    These positions are located in Natural Resources Stewardship and Science, in the Natural Resources Stewardship and Science Division.

  • This is a term position (more than 1 year) with an initial appointment to last at least 13 months but may be extended up to a total of 10-years.
  • Term positions do not convey permanent status in the Federal service.

    Duties

    The major duties of the Civil Engineer position include, but are not limited to, the following:

  • Engineering Analysis: Performs engineering analyses of oil and gas sites and facilities to include performing and coordinating technical planning activities; data collection (including validation and management); modeling and data analyses; analyses of site location and/or conditions; risk estimation and analyses; or analyses of instrumentation data. Makes engineering recommendations and/or decisions based on engineering analysis.
  • Documentation and Presentation: Develops project guidelines, protocols, and procedures that are specific to the project; and may review for comment or propose draft Bureau directives, standards, and policies. Prepares, or oversees the preparation of, and reviews technical documentation such as engineering study analyses and results, correspondence, design summaries, design standards, operating procedures, evaluation and oversight reports, inspection and assessment reviews, emergency action plans and exercises, construction plans and reports, specifications, constructability reviews, required planning, final design, and procurement construction cost estimates. Makes oral presentations of technical documentation at coordination meetings, design briefings, or other technical briefings.
  • Investigations, Assessments, and/or Inspections: Plans, schedules, coordinates, and conducts civil engineering facility examinations, reviews, and/or inspections which include conducting condition assessments and construction and transfer inspections; identifying deficiencies relative to design criteria, applicable codes and standards, or state or federal statutes or regulations; calculating preliminary estimates for repairs; coordinating with internal and external partners; documenting and presenting results; identifying future needs for the asset investment such as extraordinary maintenance and rehabilitation; and project management planning.
  • Compliance: Provides engineering support in connection with regulatory program oversight, policy and rulemaking efforts, review of regulatory compliance issues, and resolution of engineering related issues as they are encountered. Technical Working Groups: Participates on and/or leads technical work groups or teams. May provide technical organizational representation and collaboration on teams external to the organization, including external stakeholders and partners.

  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

    Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

    To qualify for this position, you must meet one the following Basic Requirements in order to be eligible for this position : If you do not meet these basic requirements, you will be considered not qualified and will not receive consideration for this position.

    A. Education: Degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

    B. Combination of Education and Experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

    To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:

    EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: Technical expertise with onsite oil, gas, and/or other facilities. Preparing documentation, inspections, assessments, investigations, and evaluate facility capacities and operations. Planning and coordinating technical activities, data collection (including validation and management); data analysis; site location and condition analysis; risk estimation; and instrumentation data analysis. Proficiency in the use of commercially available or agency computer applications including GIS. You must include hours per week worked.

    Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

    Education

    To qualify based on education, you must submit a legible copy of transcripts from an with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

    If you are using to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

    There is no substitution of education for specialized experience at the grade level(s) of this announcement.
