Duties require similar knowledge, skills, and abilities with a less complex degree of frequency, complexity, and diversity compared to other positions in the same band.
The duties of the Project Management Senior Lead range from routine to the most complex of project management responsibilities requiring incumbents to take initiative, make judgment calls, and make decisions for the projects/processes for which they are assigned.
Under direction of the Capital Improvements Engineer, employees of this class are expected to exercise skills and knowledge in the technical support and lead the work of project managers within the Capital Improvements Section.
As a section lead, employees are expected to perform responsible program management duties associated with the day-to-day operations of the Capital Improvements Section and the associated duties with the management of the most complex projects, contracts, teams and services for city funded public improvements.
In addition, employees are expected to exercise considerable judgment, initiative, and professional skills in project administration, knowledge of resource management, and coordination of projects and program delivery.
ADMINISTRATIVE DUTIES
Supervisory:
This job may have responsibility for supervision at the Section level (may make recommendations for hiring, directing, scheduling, transferring, promoting, rewarding, disciplining, and terminating other employees.)
Budgetary:
This job has partial responsibility for budgeting (prepares, implements, and manages) at the section level.
Strategic Planning:
This job has partial responsibility for strategic planning (develops, implements, interprets, and manages long and short-term goals) at the section level.
Policies/Procedures:
This job has partial responsibility for policies and procedures including making recommendations for changing or creating policies/procedures.
This position assists with policy/procedure development relating to design and construction of capital projects and has partial responsibility to implement and interpret established policies/procedures.
Compliance:
This job has responsibility for compliance with grants, contract administration, City Engineering Standards, ADEQ and ADOT regulations and standards.
Council Communications:
This job has partial responsibility for Council communication at the section level including preparing and approving Staff Summary reports and presenting to Council.
Reporting:
This job has partial responsibility for reporting to Federal/State/Local agencies (gathers information, completes reports, and assists in addressing discrepancies in reporting) for the following reports/agencies: FHWA, FTA, ADOT, ADEQ, ADWR, USACE, BNSF, COCONINO COUNTY, etc.
Attends meetings and performs related duties as required.
Participates in public involvement on project related issues.
Reviews reports, specifications and plans for public improvements.
Reviews Capital Improvement design and construction documents for compliance with applicable engineering standards, document review comments and provide feedback to design professionals.
Prepares for and makes presentations at various commission/committee meetings.Prepares policies, guidelines, and procedures for the division.
Conducts detailed plan review to assure compliance with original project scope, regulatory requirements, and sound engineering practice.
Coordinates plan reviews and project management with other City divisions, sections, programs, and outside agencies.
Performs project management on projects such as Capital Improvements infrastructure projects, multi-modal Transportation Improvements, Municipal Facilities, etc.
Assists the general public and other City staff that have problems or concerns that require technical advice, response, research, and/or recommendations.
Develops and presents technical data and recommendations to both technical and non-technical staff.Performs a wide variety of special assignments to help with specific Division-wide initiatives.
Performs field review and assessments.
May assist other staff and sections/programs as directed.

Leads and trains other staff within the section on these responsibilities.
Develops and presents technical data and recommendations to both technical and non-technical staff.

Acts in the absence of the Capital Improvements Engineer
MINIMUM QUALIFICATIONS UPON HIRE
Bachelor's degree in Civil Engineering, Construction Management or related field.
Must possess or ability to obtain through reciprocity and maintain registration as a Professional Engineer in the State of Arizona.
Six (6) years of experience as a Project Manager.Three (3) years of experience directing the work of others.
Experience with applicable computer systems and software, such as: Word, Excel, Access, PowerPoint, BlueBeam, AutoCAD, ArcGIS.
Or any combination of education, experience, and training equivalent to the above Minimum Requirements.
DESIRED EXPERIENCE AND TRAINING
Master's degree in Civil Engineering, Construction Management or related field.
Certified Project Manager (CPM) certificate.
Experience and/or training with applicable software applications.
Two years of experience in the preparation of a municipal 5-Year Capital Plan
Two years of continued education, progressively responsible experience and decision making, and professional development, and outstanding performance.
Experience in Capital Improvement project management and construction of transportation, water, wastewater, stormwater, parks and government facilities.
Experience in public improvement design, contract documents preparation, project cost estimating and scheduling.
OTHER REQUIREMENTS
Regular attendance is an essential function of this job to ensure continuity.
Must possess, or obtain upon employment, a valid Arizona driver's license.
