- Silver Spring, MD: $117,962 - $181,216 As a Supervisory Management and Program Analyst, you will perform the following duties:
- Oversee day-to-day operations, including administration processes of the program's procurements, grants, agreements and contracts. Provide policy guidance and standard operating procedures to ensure that policies are carried out with maximum efficiency and adhere to established laws and regulations. Identify internal barriers to productivity, oversee action plans to overcome these barriers and provide organizational mechanisms to optimize efficiency. Conduct studies and analyze management techniques, processes, and systems for improving organizational effectiveness.
- Serve as principal adviser for a variety of administrative functions to include the processing of Contracts, Grants Operations and Management & Administrative operations management. Responsible for oversight, supervision, and coordination of internal purchases (contracts and procurements) and external funding (grants and agreements). Support the planning and/or implementation of organization wide policies, procedures and program initiatives supporting human capital and administrative operations support. Develop and implement policies and procedures supporting all operations management programs; purchasing, contracts, services, grants, human capital, time & attendance, telework, and other administrative procedures.
- Provide analytical and evaluative methods for assessing program development/execution and improvement of organizational effectiveness and efficiency. Provide insight and input to management on developing directives, Standard Operating Procedures (SOPs), memorandum, policy statements, proposals, and other written guidelines. Represent the organization and present controversial issues and recommendations orally and/or in writing. Assess existing policies and procedures, validates those against current federal policies that should be in place, suggest and implement those changes where applicable.
- Provide technical guidance, direction and understanding for subordinates of how work contributes to support National Oceanic and Atmospheric Administration (NOAA) missions. Plan, assign, and review work. Set and adjust short- and long-term priorities. Evaluate work performance and provide or arrange development training. Promote teamwork with a focus on achieving organizational goals and objectives. Responsible for ensuring compliance with regional, NOAA and applicable federal regulations and policies in the subject areas. Aid and support in collaborating across the organization, building organizational prestige and providing support services through responsiveness and routine communication with management and leadership.
