    Job Description:
    Make a Difference in Oregon's Natural Resources

    Help the Oregon Department of Fish and Wildlife fulfill its mission:


    To protect and enhance Oregon's fish and wildlife and their habitats for use and enjoyment by present and future generations.

    Do you have experience using GIS software to manage and maintain spatial data, assembling and compiling spatial data, and analyze and provide information to others? Are you familiar with processing spatial data into standardized or custom formats?


    If so, we are looking to fill a temporary Information Systems Specialist 4 (NRIMP GIS Technician) position at our Headquarters office in Salem.


    Anticipated Duration:
    April 22, 2024 – September 30, 2024
    ( These are estimated dates. Duration may be shortened or extended depending on project needs, funding, or factors beyond the project's control).

    What you will do:
    Use ArcGIS for Desktop


    and Hydrography Event Management Tools, integrate recently collected Fish Habitat Distribution (FHD) data from multiple government agency sources (e.g., ODFW, USFS, USFWS, BLM, ODF), non-governmental sources (e.g., agricultural stakeholders, forestry stakeholders, irrigation districts, conservation groups), and local governments into the FHD database.


    Process spatial data, including but not limited to FHD and Fish Passage Barrier (FPB) data, into standardized or custom formats as necessary.

    Update FHD, FPB, and other spatial data attribution where it was previously undeveloped or where newer information is available.

    Edit the National Hydrography Dataset (NHD) to support FHD event creation and maintenance. Synchronize FHD events to the current NHD.

    Update attribute elements as needed to comply with current data standards.

    Develop new spatial datasets to meet a variety of agency business needs.

    Working Conditions


    • Requires extended, daily use of a computer to type, analyze, and summarize data in an office environment. Occasional overnight travel. Occasional long hours and situations involving tight deadlines, meetings, interagency negotiations, and problem resolution.
    • This person must be able to work effectively with different personalities and management styles, be very detail oriented, flexible, open to suggestion, and have a service-oriented attitude. The employee must be able to work independently and be an effective communicator; both written and orally. The employee must also be proficient in the use of personal computers and software. The employee must also represent the Department in a professional manner when dealing with members of other agencies and the public.
    • Requires a flexible work schedule that varies in the number of hours worked on a daily basis, but not necessarily each day, or a work schedule in which the starting and stopping times vary on a daily basis, but not necessarily each day. This includes working at all hours and workdays in excess of eight hours. Work exceeding 40 hours per week requires supervisor approval.


    While a hybrid remote work schedule is routine for NRIMP staff, the successful candidate will need to work full-time in the office for a period of time in order to become familiar with coworkers and demonstrate the ability to perform the work while working remotely.

    Depending on business need, up to 2 days a week will be required in the office for the duration of the position.

    Out-of-state finalists will be required to present a current

    certified

    driving record for review to be considered for the position. Be prepared to obtain as soon as possible.

    You are expected to provide the out-of-state certified driving record before an offer can be made unless extenuating circumstances exist.

    NOTE:

    We are seeking applicants who meet the minimum qualifications and have the following skills and experience:

    Minimum Qualifications:

    Three (3) years of information systems experience in

    geographic information systems (GIS) ,

    OR


    Associate's degree in Computer Science, Information Technology, GIS, or related field, or completion of a two (2) year accredited vocational training program in information technology or related field;


    AND
    one (1) year of information systems experience

    in geographic information systems (GIS).

    Requested Skills:

    Experience and proficiency with ArcGIS Pro or ArcGIS Desktop


    Knowledge of USGS Hydrography Event Management Tools


    Developing maps for publication


    Writing scripts to automate data layer processing


    Knowledge of enterprise geodatabases, raster and vector datatypes, and Linear Referencing Data Models


    Strong oral and written communication skills.
