    SCOPEThe Department of Energy (DOE)

    Hanford Site requires general support services for the Hanford Procurement Division (HPD). HPD requests two (2) full-time equivalent (FTE) general support contractors (1920 labor hours). HPD is willing to consider less-than-full-time candidates (i.e., 0.5 FTE = 960 hours, 0.75 FTE = 1440 hours, etc.) to provide support in the following areas:

    Junior-Level Contract Administrative Supporto Assist contracting officers and contract specialists with general day-to-day contract administration duties.o Assist with drafting contract documents.o Assist with new awards, modifications, and closeouts utilizing procurement system (STRIPES).o Assist with the preparation of various reports.o Ensure timely and accurate compliance with monthly and quarterly reporting requirements.o Assist with the review and process of contractor invoices in a timely fashion.o Support correspondence creation.o Gather information for various audits or data calls.o Assist with gathering information for various negotiation sessions as needed.o Support in coordinating Contractor Performance Assessment Reporting evaluations, by scheduling technical input, and working with the Contracting Officers and Contract Specialists.o Support policy writing, developing, issuing, updating, and revising policy, desk guides, and procedures.o Support review of contract actions submitted for policy compliance.o Support subcontract reviews in accordance with DOE and local guidance as requested.o Support of HPD actions file merging of files on websites/share drives.o Update and status workload tracking tool.o Utilize business operations experience to conduct tasks with minimal supervision.o Support writing Pre-Negotiation Plans/Price Negotiation Memorandums/sessions as needed.

    RequirementsQUALIFICATIONS Contractor personnel shall possess the following minimum qualifications:
    o Bachelors degree in a business field of study (Accounting, Economics, Management, Marketing, etc.).

    Six years of experience may be substituted for education.o Minimum of 2 years of experience in Government contracts and contract administration.o Working level knowledge of Hanford Site mission, activities and priorities.o Working level knowledge of DOE Hanford processes and procedures.o Working level knowledge of DOEs program management practices, policies, and procedures.o Experience with writing Pre-Negotiation Plans/Price Negotiation Memorandums within DOE preferred.o Strong clerical, administrative, and organizational capabilities.o Experience in supporting organizations with, tracking, monitoring, review and coordination efforts.o Familiarity with or ability to learn/use other technology management tools employed at Hanford.o Proven ability to interface successfully with senior level management.o Ability to work with government and contractor personnel to problem solve and formulate strategies for success.o Ability to perform in a fast-paced, high-stress work environment on highly visible workloads with relative autonomy.o Ability to manage work environment and workload with minimum of supervision, based on knowledge of work priorities.o Ability to set and achieve goals, working successfully as an individual contributor or as part of a team.o Ability to develop high-quality work products, to include proper grammar, spelling, and punctuation.o Excellent written and verbal communications skills.o Excellent communication responsiveness and customer service skills.o Proficiency in Microsoft 365.o Excellent knowledge of MS Word and Excel.o Experience in policy preparation and policy management, evaluations, and assessments of contract documents, and quality assurance of contract administration.o Experience in reading, interpreting, and understanding the regulations associated with the DOE, Procurement and Financial Assistance policies.o Experience in areas of Government contract formation, administration, and contract negotiations either federal or commercial from small purchases up to $5 Million or more in value.o Compliance with site specific safety and security requirements, including badging and office protocols.o Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors.o U.S.

    CitizenshipTRAVELTravel is allowed, in accordance with Federal Travel Regulations.

    Travel shall be coordinated with the technical point of contact and approved in advance in writing by the Contracting Officer.

    LOCATIONWork shall be conducted at the Department of Energy Hanford, the Hanford Site in Richland, WA.

    This position is telework optional at the discretion of the Technical Monitor (TM) in consultation with the Contracting Officer (CO).

    HPD support staff are expected to provide in-office support every Tuesday and one other day per week as agreed upon with the TM.

    If in-person support is identified as required for any reason and for any length of time by the TM or CO, the contractor shall report for duty in-person as requested.
