The Town of Groton, Connecticut seeks an experienced and team-oriented IT professional to join the leadership team. Expertise in all areas of information technology, proactive systems security knowledge, and strategic planning experience is key. The Director drives, adjusts, and implements the Town's technology management plan, while leading a team of professionals.

POSITION OVERVIEW:


Under the general direction of the Town Manager, this on-site position has the responsibility to plan, organize and direct a comprehensive technology management plan.

The Director interfaces and plans with and for many stakeholders and circumstances, including Town Departments and external contacts. Will also create and implement key and strategic IT policies. This position has short and long-term budget and project planning responsibilities, including Capital Improvement and Technology Replacement plans.


The Director leads a team of professionals, managing and assigning key areas of work, along with staff growth and development.

Will establish and drive IT Department goals, standards and procedures. This position performs ongoing assessments of Town needs, providing proactive recommendations for planning and action. This is a non-union, exempt, full-time position.


The Director will produce reports, and present recommendations to the Town Manager, Departments, Council, RTM, and/or other bodies as necessary.

Occasional attendance at night meetings, as well as availability to respond to Town systems issues after hours as needed.

As a leadership position, working with many stakeholders, customer service and adhering to the Town commitment to Diversity, Equity, and Inclusion, is essential.


REQUIRED QUALIFICATIONS:


The required skills and knowledge would generally be acquired with a Bachelor's Degree in Computer Science or Business Administration with a concentration in Information Services and eight (8) years' information systems experience including a minimum of two (2) years' experience in systems management or a Master's Degree and six (6) years' information systems experience including a minimum of two (2) years' experience in systems management.

Two years of supervisory/management experience is required.

A combination of education and experience that demonstrates the ability to perform the responsibilities of this position may be considered in lieu of stated education and experience requirements.

Experience with Tyler or Government Enterprise Resource Planning software, preferred.


Incumbent must possess the ability to read, analyze and interpret technical data and professional journals, financial reports, and legal documents.

Ability to respond promptly and professionally to inquiries and complaints from customers is also required. Must possess a strong understanding of data and cyber security.

Demonstrated ability to define problems, collect data, establish facts, and draw valid conclusions; ability to interpret extensive variety of technical instructions and to deal with a variety of abstract and concrete variables.


The ability to manage multiple projects in a dynamic environment, coupled with personal flexibility and commitment to continuous improvement, is a necessity.

This position requires the incumbent present a consistently positive and professional image and an enthusiasm for collaborative approaches to accomplishing goals.

REQUIRED CERTIFICATIONS/LICENSES:

Valid Motor Vehicle Operator's License.
