The Town of Groton, Connecticut is looking for a qualified and experienced Operations Supervisor to supervise the operations of the Town of Groton wastewater treatment facility, designed to treat 7.5 million gallons per day, and ensure compliance with Federal, State and Town regulations. This is a non-union , exempt, full-time position.

POSITION OVERVIEW:
Plans, schedules and organizes operations work on a day-to-day basis and intermittently, to periods of long duration, for the entire Water Pollution Control Facility, including the laboratory. Ensures system compliance with the National Pollution Discharge Elimination System Permit and applicable Federal, State and Town regulations. Develops operational priorities, standard operating procedures, emergency operating procedures, safety procedures and best management practices for Division activities. Oversees projects in progress to assure compliance with applicable contract specifications and established practices.
Develops schedules for employee overtime, duty rotations and other scheduled activities. Coordinates contracted Guard Service coverage, training of guard personnel and is the overall liaison between the guard service and the WPCD. Assists the Assistant Director of Public Works in the preparation of training and development programs for WPCD employees. Recommends employment, promotion and disciplinary actions. Prepares employee performance evaluations and in the absence of the Assistant Director of Public Works, reviews same for the Maintenance Supervisor. Enforces safety, work and personnel rules.
Provides technical analysis of operational and capital improvements. Develops specifications for the purchase of equipment and services. Coordinates system enhancements and changes to the WPCD Supervisory Control and Data Acquisition system and automated controls. Assists the Assistant Director of Public Works in the preparation of operating and capital budgets for the Division and will perform this function in whole if/when the Assistant Director of Public Works is unable to complete this task.
Must possess considerable ability to establish and maintain effective and courteous working relationships with Town and public officials, residents, members of the general public, other departments and agencies, co-workers and volunteers.
REQUIRED QUALIFICATIONS:
The skills and knowledge required would generally be acquired with an Associate's in Engineering or related field, and a minimum of ten years' experience, six of which must be in wastewater facility operations, including two years of supervisory experience or a Bachelor's in Engineering and eight years overall experience, inclusive of the wastewater and supervisory experience. A combination of education and experience which demonstrates the ability to perform the responsibilities of this position may be considered in lieu of stated education and experience requirements.
Criminal background, drug testing, and driving record checks required prior to employment.
REQUIRED CERTIFICATIONS/LICENSES:
Must be certified to operate a Class IV Wastewater Treatment Facility in Connecticut. In lieu of this, must have a Class III license with demonstrated course work (educational and/or experience) toward Class IV licensure. Must possess and maintain a valid Motor Vehicle Operator's License.
PHYSICAL DEMANDS & WORK ENVIRONMENT:
While performing the duties of this job, the employee is regularly required to stand, walk, and use hands to finger, handle or feel. The employee must be able to reach with hands and arms, stoop, kneel, crouch and crawl. The employee must be able to talk, hear, sit, climb and balance. In the course of general duties the employee must occasionally lift and/or move up to fifty (50) pounds. Specific vision abilities required by this job include close vision, distance vision, differentiation of color, depth perception and the ability to adjust focus. The passing of yearly OSHA required medical monitoring tests for respirator usage.
While performing the duties of this job, the employee is frequently exposed to moving mechanical parts and outside weather conditions. There may be occasional exposure to wet and/or humid conditions, fumes, airborne particles and vibration. The employee may be required to climb to high and precarious places and may be exposed to electrical shock. The noise level in the work environment may vary from moderate to very loud.
