    Description

    The Yolo County Innovation and Technology Services Department is recruiting to fill one (1) regular, full-time Systems Software Specialist I/II position. The selected candidate will be placed at either the Systems Software Specialist I or II level depending on their qualifications and experience. The combined annual salary range for both levels is $94,286 - $125,986.

    Note: This recruitment will be open on a continuous basis until the position is filled.

    The Position
    As a Systems Software Specialist, the incumbent will play a crucial role in the development, implementation, and maintenance of our county's business systems software infrastructure. The incumbent will also collaborate with cross-functional teams to analyze requirements, design solutions, and ensure the seamless integration of software systems.

    Depending on qualifications and experience, the incumbent may provide Systems Administration and Support as follows:

    Functional
    • Prepare or assist business units in preparing reports to implement system changes; determine staff effort and the cost of implementing service requests; prioritize requests.
    • Provide administration, planning, technical support for, and management of cloud-based and on-prem solutions and related applications.
    • Participate in county, consortium and State meetings, workgroups, task forces/committees, conferences, training, and audits.
    • Participate in and prepares technical documentations, procedural plans, reports, correspondence, and other content for users and meetings.
    • Create test scenarios, test cases, UAT scripts, and other testing documentation to assist with testing. Test applications to assure functionality and effectiveness in performing to desired specifications.
    • Create and facilitate staff training on system functionality and mutually agreed upon usage processes.
    • Create and maintain documentation including requirements, design, and user manuals for supported systems and applications.
    General
    • Evaluates customer technical needs and recommends solutions; plans, determines requirements, designs, builds, customizes, tests, implements, maintains and/or enhances a variety of hardware and software systems.
    • Provides professional customer support for system-related software issues, needs, or requirements; interacts with clients to analyze system requirements; and recommends technology solutions to improve operations.
    • Responds to user inquiries, assists user in software research and selection, and provides technical training (including developing materials and curricula) in the correct usage of applications.
    • Coordinates with other team members to solve problems and support and coordinate implementation of client systems.
    • Monitors project schedules and work requests utilizing project management best practices, coordinate with customer department management and staff, report project status to management and prepare internal and external project reports.

      • Configured Off the Shelf/Software-As-A-Service (COTS/SaaS) Application Configuration: Responsible for application configuration, including configuring and modifying the configuration of packaged systems to meet evolving and ongoing functional needs of County departments.
      • Business Requirements Analysis, System Documentation and Product functionality mapping: Responsible for business requirements, system documentation, and product functionality mapping.
      • Application/Interface Development, Database Development and Support: Responsible for application interfaces and database development.
      • Project Management/Coordination Activities: Responsible for managing projects from inception to implementation including all project-related functions including coordination, project planning, risk management planning, and communication planning.

    Employment Standards

    Systems Software Specialist I

    Experience: Three (3) years experience configuring, installing, upgrading, maintaining, diagnosing, analyzing and resolving problems relating to network software systems.

    Systems Software Specialist II

    Experience: Four (4) years of experience configuring, installing, upgrading, maintaining, diagnosing, analyzing and resolving problems relating to network software systems.

    Background Requirements
    Incumbents in this class may have access to Federal Tax Information and are subject to confidentiality and safeguarding requirements of Internal Revenue Code 6103(p)(4). As such, an individual selected for this position is subject to a thorough background investigation as stipulated in Section 5.1.1 of Internal Revenue Service Publication 1075, which includes the following:
    1. Review of Federal Bureau of Investigation (FBI) fingerprint results;
    2. Check of local law enforcement agencies where the subject has lived, worked and/or attended school within the last five (5) years and, if applicable, of the appropriate agency for any identified arrests; and
    3. Verification of an employee's eligibility to work in the United States.
    Background investigations are conducted upon hire and every ten (10) years of employment thereafter.

    License
    Positions in this classification require incumbents to possess and maintain a valid California driver's license, Class C or higher, to carry out job related duties. Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation.
