    The Office of Human Capital's System Learning and Development team is guided by a vision that all staff members across all employee groups will "lead from their seat" to contribute to organizational effectiveness and student success.

    As a large urban school system, the district requires a highly strategic and diversified approach to talent and organizational development.

    In recent years, the district has invested in more comprehensive staff development, seeking to expand and coordinate learning opportunities for paraprofessionals and school related personnel, skilled trade workers, a wide variety of District Office staff members - including senior leaders, and more.

    The System Learning and Development team guides and tracks learning and development across all employee categories in partnership with professional learning providers across the organization.


    The System Learning & Development team is committed to facilitating learning and leadership development to cultivate a culture in which effective staff are valued, challenged, and contributing to equity and excellence for all City Schools students.

    To make this possible, the Manager - System Learning and Development ("Manager") will assist in the management of employee development across the district through tracking learning experiences, setting standards for learning and development, and supporting design and implementation of learning activities across divisions and schools.

    He/she must bring leadership expertise in organizational and leadership development with a proven background in creating coherent, innovative, and comprehensive leadership development strategy.

    Additionally, the Manager will set and execute a progressive development agenda to deploy initiatives to enhance culture, employee engagement, and overall staff and team performance.

    The Manager will provide oversight and day-to-day hands-on guidance to the System Learning and Development ("SLD") team.

    The Manager will be responsible for designing, implementing, continuously improving, and measuring the impact of strategies, initiatives and programs to improve leadership and management capability at all levels and drive employee engagement and retention for all staff.

    The Manager will drive and influence the training initiatives for City Schools.

    Using leading practices and technology, he/she will enable City Schools to deliver exceptional learning and development experiences, exceed technical expectations of employees, and enable employees to build new and relevant capabilities in the workplace.

    Essential Functions


    Ensure the SLD team has a robust, comprehensive vision for staff leadership and management development and leads the work to implement this vision cross-functionally.

    Lead and develop a team of learning professionals and drive results fueled by engagement and strong performance.


    Successfully support the adoption and use of a new Learning Management System (LMS) as part of the Administrative Modernization Project.


    Lead cross-functional efforts to capture and align leadership and management development programming for staff in all roles, ensuring there is a consistent and coherent continuum of opportunities for all staff to grow in "leading from their seat.

    Create and monitor results using key metrics to measure success and effectiveness of learning and development initiatives.

    Implement and deploy innovative talent development strategies, inclusive of contemporary approaches, experiences, operations, performance analytics and evaluation.

    Partner and collaborate with leaders across the organization to identify leadership and management development needs/gaps and define desired outcomes.

    Ensure all aspects of development incorporate and strengthen the district's commitment to racial equity and inclusion.

    Supervise, coach, mentor, and develop staff and partners involved in leadership and professional development efforts.


    Oversee and administer organizational assessments for engagement and culture and support the implementation of results-based and action-oriented interventions and strategies.


    Maintain knowledge of best practices for organizational culture to develop and deliver targeted and effective leadership development and engagement programs and initiatives.

    Prepare and manage budget and grant requests for assigned projects.


    Lead high-level meetings, facilitate decision-making processes, and adapt project plans in compliance with equal employment and nondiscrimination policies, federal laws, state laws, school board policies and professional standards.


    Utilize resources appropriately to complete work in the most efficient manner; proactively communicate the status of work; participate and contribute fully as a team member; and exercise sound judgment and decision-making skills to resolve sensitive matters.

    Desired Qualifications


    Bachelor's degree required; master's degree in related area of study (i.e., organizational development, leadership development, industrial/organizational psychology) or related fields from an accredited college or university preferred.

    Eight years of professional experience required.


    Five years of experience in developing and delivering professional development in a school district, large human services organization or a comparable organization/company.

    Subject matter expertise in adult learning theory, modern learning practices, adaptive leadership, and best practices for instructional design.

    Experience developing and curating learning experiences for different learning leads and deploying training with diverse modalities.

    Experience assessing needs and developing learning content - instructional design experience is a requirement.
