    JOB DESCRIPTION

    DIRECTOR OF GRANTS & PHILANTHROPY

    SUPERVISION

    Supervision Received: This position reports to the Mayor and Deputy Mayor of the City of Pontiac.

    Supervision Given: This position oversees the function of the Department of Grants and Philanthropy.

    DESCRIPTION

    The Director of Grants and Philanthropy (Director) will be responsible for the direction and management of the Department of Grants and Philanthropy. The Department's mission is to compete nationally for, and support the implementation of, public and private investments that enhance the quality of life for Pontiac residents. The Director will work to align the City of Pontiac's fund development - the coordination and support of relationships with existing and potential funding partners - with grant management support for City departments, including project planning assistance and oversight of expenditures. The Department facilitates fundraising, grant-writing, compliance, provides oversight and project management support for City departments with active grants in both the pre and post award phase. The Director will manage the operation of the City's grantsmanship in instances where the City is the grantor or the grantee.

    ESSENTIAL FUNCTIONS

    DIRECTOR OF GRANTS AND PHILANTHROPY FUNCTIONS

    • Compete nationally for public and private funding by building partnerships with funders, and continually seeking new funding opportunities.
    • Manage the Community Development Block Grant Program
    • Manage the American Rescue Plan Funds
    • Manage Congressionally Directed Spending awards and state and federal appropriations.
    • Manage fiscal sponsorship agreement with Pontiac Community Foundation
    • Work in cohort with Pontiac community-based organizations to maximize funding opportunities and drive philanthropic collaboration.
    • Support implementation of projects through shared accountability for project success, including project planning, procurement support, and monitoring of performance milestones.
    • Impact the lives of Pontiac residents by maximizing the funds available to support public services, operations, and infrastructure, and by increasing the efficiency and effectiveness of grant-funded projects.
    • Establish and manage a funding pursuit plan for the City of Pontiac's fund development including, but not limited to Federal, State, and Local granting programs, foundation funding, charitable contributions, in-kind services, corporate sponsorships, and major gifts.
    • Establish and maintain donor engagement plan utilizing predictive modeling and mapping.
    • Management and oversight of donor and philanthropic relationships and partnerships.
    • Establish strong relationships with County, State, and Federal Elected Officials and their offices.
    • Oversight of Federal and State grant funded programs including expenditures, and compliance.
    • Oversight of private grant funded programs including expenditures, and compliance.
    • Develop and implements goals, objectives, policies, and priorities; determine service levels and resource allocation and monitor the work of and coach subordinates to improve performance.
    • Direct resource allocation to achieve timely outcomes and measurable goals within budget.
    • Prepare for executive leadership monthly status report of grant metrics and activities.
    • Adjust plans and programs to meet emerging or new programs, while continuing to address major departmental priorities.
    • Monitor the efficiency and effectiveness of the departmental organization structure, staff assignments, service levels and administrative systems.
    • Communicate regularly with the Mayor, local, state, and national elected officials, citizens, or business leaders regarding the Office's activities and coordination of efforts with other City departments in addressing the needs of the City.
    • Represent the Department before legislative boards, outside organizations, and the media.
    • Lead, as necessary, any special projects; provide oversight and guidance to projects of high importance for the Department of Grants and Philanthropy.
    • Participate in budget development by providing detailed justification and persuasive arguments for proposals or initiatives.
    • Evaluate and recommend changes, if necessary, to the development team to ensure effective cooperation in the pursuit of successful grant proposals.
    • Assess and respond to community needs around the City's management of grants
    • Develop a process to create best practices informed by unsuccessful and successful reporting, monitoring, evaluation and compliance of grants.
    • Collaborate with Economic Development Department to ensure philanthropic measures are applied to development plans when appropriate.
    • Other duties as assigned.

    KNOWLEDGE, SKILLS, & ABILITIES

    • Thorough knowledge of private, federal, state, regional and local grant policies, and processes.
    • Thorough knowledge of metric and measurement techniques.
    • Understanding of Federal and State legislative process and policy, with a keen eye for changing policy landscapes and upcoming policy changes.
    • Excellent knowledge of administrative principles and methods, including goal setting, program and budget development, and implementation.
    • Thorough knowledge of quality management and process improvement principles.
    • Strong skills in Project Management and making effective written, slide deck, and oral presentations.
    • Skill in analyzing opportunities and developing proposals to capitalize.
    • Strong skills in coordinating of diverse teams of stakeholders.
    • Skill in business and nonprofit strategy and negotiations.
    • Strong ability to manage statistical methods and research techniques applicable to the measurement of effective grant / program evaluation.
    • Strong ability to manage multiple tasks, meet deadlines and organize information.

    QUALIFICATIONS

    • Bachelor's Degree in public administration, political science, or related field of study.
    • 5 Years of experience in leadership or public and/or private development or fundraising work, preferably with private foundations, individual donors, major gifts or local, state or federal government agencies.
