    About the City
    Woodinville, Washington is a premier tourist destination with a population of about 13,000 though the city is growing. This growth is causing lots of exciting projects to work on.

    Located about 20 miles northeast of Seattle, Woodinville offers the benefits of a bustling urban area against the backdrop of the picturesque Sammamish River Valley.

    Woodinville is known for its tourism industries with over 100 wineries, breweries, and distilleries and many opportunities for outdoor activities.


    It's a great place to work and we manage to do a lot with only about 50 employees, including planning, permitting, code enforcement, street/storm water maintenance, infrastructure construction and maintenance, parks, and general administrative services.

    As the Public Works Management Analyst, you'll have a big impact on the City's operations.


    POSITION SUMMARY:


    The purpose of this position is to support the Public Works Department by managing departmental special projects, programs, and administrative tasks.

    Under the direction of the Public Works Director, the Management Analyst performs research and analytical work of a highly responsible nature, including policy analysis, data analysis, budget analysis, and the preparation of complex management studies, reports, and presentations.

    This position involves a high level of interaction with other department Directors and Staff, City Council, Commissions, and the general public.1.


    Plans, coordinates, and implements projects and programs requiring specialized knowledge of public works and sustainability topics, permit review processes, grant writing, the arts, and compliance with the Americans with Disabilities Act, Title VI, and other state and federal laws.

    Administers assigned professional contracts and directs consultant work.

    Performs a wide variety of complex and diverse professional and technical administrative duties.

    Provides research and analysis of policy issues and new services/technologies, conducts feasibility, cost analysis, and management studies, and develops standard operating procedures.

    Manages ongoing programs and implements operational process improvements. Facilitates and leads project and interdepartmental staff teams.

    Assists with budget monitoring and development, capital planning, and the development of performance metrics and strategic planning.

    Develops and coordinates dissemination of public information materials related to Public Works capital projects, programs, and planning initiatives.

    Writes news releases, maintains web pages, and prepares written reports that require displaying and presenting statistical, graphical, and other reporting methods to audiences of varying technical sophistication.

    Responds to customer service inquiries and/or complaints regarding Public Works related functions and/or activities with diplomacy.

    Investigates issues, resolves where appropriate and/or refers matters to appropriate personnel for resolution.

    Follows through to ensure timely and accurate responses.

    Assists with the implementation and administration of software for asset management, maintenance reporting, and citizen service requests.

    7.

    Attends and provides presentations to the City Council and various commissions as needed.

    Participates in professional groups and regional meetings; maintains updated knowledge and awareness of issues and best practices, as well as new trends and innovations in various assigned subject areas.

    Represents the City at state and local meetings/conferences as directed. Establishes and maintains effective relations with City staff, Council and outside organizations and citizens. Performs other duties as required or assigned.


    MINIMUM QUALIFICATIONS:

    Education, Experience, and Training:


    Master's degree in Public Administration or related field and two years of experience in public sector administration, project management, research and analysis, or development of public policy.

    Public Works related experience preferred. Must possess a valid Washington State driver's license or other acceptable official identification.


    Knowledge of:

    JOB DEMANDS AND WORK ENVIRONMENT:


    Work is primarily performed in an indoor office setting for nine hours per day with occasional off-site activities requiring the operation of a motorized vehicle.

    Must continuously sit and talk or hear; frequently lift objects weighing up to 10 pounds; occasionally stand, walk, grip or feel with hands, reach with hands and arms, and lift objects weighing up to 25 pounds.

    May be required to work beyond normal office hours for evening and weekend meetings. Business travel within the state and to other states may be required occasionally.
