Description

The County of Riverside's Flood Control and Water Conservation District (Flood Control District) has an opportunity for a Water Quality and Environmental Compliance Specialist.

The position will be filled at either the Assistant Flood Control Planner or Associate Flood Control Planner level and will be assigned to the Flood Control District's Watershed Protection Division in Riverside.


Watershed Protection Division staff are responsible for a wide range of surface water resource management and protection activities requiring a detailed understanding of the planning, operating, and engineering characteristics of stormwater/flood projects and systems and the National Pollutant Discharge Elimination System (NPDES) permits governing such activities.

Staff conduct and coordinate implementation of compliance actions required by NPDES permits; evaluate program implementation outcomes and effectiveness; prepare and coordinate preparation of required compliance reports and program implementation documents and ensure timely submittal to regulatory agencies; develop and manage consultant contracts as needed to complete required reports and special studies, and review and ensure quality of consultant products; coordinate continuously with NPDES Copermittees and regulatory agencies to ensure effective implementation of compliance actions; plan and coordinate implementation of public education and outreach activities; analyze environmental legislation/regulations for impact on municipal operations and compliance actions; respond to inquiries and complaints from regulatory agencies, municipalities, and general public regarding water quality concerns; and perform other duties as assigned.

The FCP series and professional progression include Assistant FCP, Associate FCP, Senior FCP, Environmental Project Manager and Division Chief.
