    The Position:


    Under the direct supervision of the Finance and Accounting Program Manager, the incumbent, in the classification of Program Coordinator 2, will coordinate and monitor assigned program activities; supervise and mentor Accounting Assistants; review and analyze data; provide technical assistance, guidance, and advice to District staff and others; and act as a liaison between various internal and external contacts.

    Duties entail complex project management, integrating research and best practices, and providing program consultation and expertise. Key contacts for incumbent include local, state, and federal agency staff, KPHD employees, stakeholders, program partners, vendors, and contractors.

    Program Coordinators receive general supervision from management or executive staff who provide training and guidance, work assignments, and review of performance for effectiveness and conformance to laws, regulations, and District policy.


    Distinguishing Characteristics:
    The incumbent is expected to independently perform advanced professional accounting and supervisory functions requiring advanced knowledge of accounting fundamentals.

    The ideal candidate is a collaborative team member who will demonstrate strong analytical, oral, and written communication, and the ability to design and use spreadsheets.

    Knowledge of state and federal laws and procedures governing public sector accounting and reporting requirements, including Washington State Budgeting, Accounting, and Reporting Systems (BARS) is required.

    Hours:

    40 hours per week – 100% FTE. This is an in-office assignment.

    The incumbent will report to the District offices located in the Norm Dicks Government Center in downtown Bremerton, Monday through Friday, 8:00 a.m.

    until 4:30 p.m.


    Other:
    This position requires in-person interactions with staff and members of the public.

    After a successful initial trail service period, generally at least three months, a mutually beneficial limited hybrid telecommute agreement may be established.


    Status:
    Regular status, full-time position.


    Benefits:


    The district offers a comprehensive health benefit plan which includes medical, dental, and life coverages, including several voluntary plan selections through The Standard, Aflac, and Met Life.

    The district provides medical and dental coverage contributing percentages of the average medical and dental insurance premium costs for full time employees as follows:
    Employee @ 100%, Employee & Spouse @ 90%, Employee & Child(ren) @ 90%, and Full Family @ 85%. Benefits include generous paid time off, and twelve paid holidays per year.

    Employees participate in the Public Employees Retirement System (PERS), a defined benefit retirement plan managed by the Washington State Department of Retirement Systems and Social Security.

    Several deferred compensation retirement savings plans are also offered.

    This is a non-union position and is exempt from the minimum wage and overtime requirement of the Washington Minimum Wage Act and Fair Labor Standards Act (FLSA).

    In collaboration with the Finance Manager, the incumbent develops, implements and monitors the strategic plan for the program,

    Monitors program activities, including records and reports submitted by District staff to ensure effective operations and compliance with applicable laws, regulations, policies, and standards.

    Directly supervises, trains, and evaluates staff; assigns work and establishes priorities performance standards; monitors performance and provides effective feedback, coaching, and mentorship; works with staff to correct deficiencies; and implements any necessary disciplinary action after appropriate consultation with the Finance Manager, Administrator, and Human Resources Manager.

    Provides technical assistance, guidance, and advice to District staff and others to ensure compliance with applicable laws, regulations, and established policies, procedures, and standards.

    Prepares fiscal reports, monitors expenses, and reconciles accounts.

    Provides grant administration duties that include monitoring expenditures, reporting in accordance with grant-specific requirements, subrecipient monitoring, and fiscal expertise in the preparation of grant applications and contracts.

    Maintains knowledge of policies, procedures, grant requirements and performs duties in accordance with applicable regulatory and grant requirements, regulations, and accreditation standards.

    Serves as backup for direct reports.
    Assists Finance Manager with other reporting and activities.
    Assists in the annual audit by the Washington State Auditor's Office (SAO).

    Prepares a variety of letters, memos, forms, reports, and other documents; operates computers utilizing a variety of software programs, including database and work processing application, to produce documents with clearly organized thought using proper sentence construction, punctuation, and grammar.

    Accurately completes and submits electronic timecard on a weekly basis as required.
    Demonstrates cultural competency and embeds health equity into all aspects of assigned work and associated interactions.

    Establishes and maintains cooperative, effective working relationships with coworkers, other District employees, and the general public using principles of good customer service.

    Works both independently and within a collaborative team-oriented environment; contributes openly, respectfully disagrees, understands the ideas of others, listens well, and works for consensus.

    Models an organization culture that promotes the practice of respect for people, openness, trust, safety, transparency, collaborative problem solving, managing with data, the pursuit of incremental continuous quality improvement and assurance.

    Reports for scheduled work with regular, reliable and punctual attendance.
    Responds to public health emergencies as required by the District.
    Performs other duties as assigned.
    Work Environment & Physical Demands

    Work is performed indoors in an office environment. This position works onsite at the Norm Dicks Government Center and is required to report to the office daily.
    Requires the ability to communicate with others orally, face to face and by telephone.

    Requires manual and finger dexterity and hand-eye-arm coordination to write and to operate computers and a variety of general office equipment.

    Requires mobility to accomplish other desktop work, retrieve files, and to move to various District locations. Requires visual acuity to read computer screens, printed materials, and detailed information.

    Essential duties may involve occasional kneeling, squatting, crouching, stooping, crawling, standing, bending, climbing (to stack, store or retrieve supplies or various office equipment).

    May occasionally be required to work a varying schedule which may include evenings and weekends.
    Requires the ability to alternatively sit and stand for sustained periods of time to deliver presentations.

    May be exposed to individuals from the public who are upset, angry, agitated and sometimes hostile, requiring the use of conflict management and coping skills.

    Frequently required to perform work in confidence and under pressure for deadlines, and to maintain professional composure and tact, patience, and courtesy at all times.

    Requires the ability to lift and/or carry objects and materials weighing up to twenty pounds.

    May be required to stay at or return to work during public health incidents and/or emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position.

    This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.

    A bachelor's degree in Finance/Accounting or other job-related field; and
    Three years of closely related work experience, with one year of supervisory experience, or

    Alternatively, an equivalent combination of education, experience and professional certification may be qualifying provided the individual's background demonstrates the required knowledge, skills and abilities.

    Degrees must be from appropriately accredited institutions.
    Federal Grant experience is

    preferred.

    Required Knowledge, Skills & Abilities
    Knowledge of governmental accounting principles, practices, and regulations.
    Knowledge of payroll processing methods.
    Knowledge of governmental contract management methods, policies, and practices.
    Knowledge of and skill in maintaining financial information systems.
    Skill in analyzing, compiling, and assessing financial data.
    Skill in planning and organizing activities to meet established objectives.
    Skill in interpreting and explaining local, state, and federal funding policies and regulations.
    Skill in developing short-range projections based on current and future needs.
    Skill in effectively preparing narrative, statistical and graphical reports, and correspondence.
    Ability to communicate effectively both orally and in writing with tact and diplomacy.
    Ability to establish and maintain effective working relationships with a diverse population of both internal and external clients.
    Ability to successfully pass a criminal background investigation.

    Performance of job duties requires driving on an occasional basis, a valid Washington State driver's license and proof of appropriate auto insurance.

    The incumbent my choose to use a personal vehicle when a District fleet vehicle is not available, but use of a personal vehicle is not required for this position.
