Position Information
PEPS Support Services Center is seeking a Contract Specialist interested in building a long-term career with the Texas Department of Transportation.
The ideal candidate should have extensive experience in developing state agency contracts, be able to work collaboratively as part of a team or independently, possess strong logical thinking skills, and be flexible and adaptable when faced with changes and challenges.
The Texas Department of Transportation reserves the sole right to determine the level of position based on the applicant's work experience, education, skill level, and all other appropriate factors, and based on business needs.

Performs advanced contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and/or monitoring contracts. Work requires extensive contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Acts as a consultant and provides technical assistance to plan, develop, implement, and monitor effective programs; researches and makes recommendations concerning contract administration systems.
Conduct effective training sessions on contract administration and compliance reviews.Analyzes, interprets legislation, and coordinates the development of policies and procedures to ensure compliance with Department and governmental regulations.
Assists with recommending policy and/or procedure changes and solutions.
Confers with legal staff and management on various legal matters; inspects and reviews contracts for compliance with certification requirements, laws, regulations, policies, and procedures.
Develops, writes, revises or prepares complex contracts, amendments, procedures, forms, related documents and provisions, financial and statistical graphs and reports.
Maintains, updates, and compiles detailed data and reports.Meets with project managers to identify objectives, needs and issues concerning project contracts.
Provides technical and administrative support to include reviewing, processing, answers questions, provides assistance and handles complaints and resolution of discrepancies and problems regarding contracts, billing, payment and warrant actions.
Reviews contracts, amendments, subcontracts, procurement documents, change orders, work orders, supplemental agreements, time extensions, acceptance testing and consultant qualifications.Reviews compliance of minority participation goals in consultant contracts.
Serves on project, partnering or continuous improvement teams.
May serve as project leader.
Performs other job responsibilities as assigned.
Minimum Qualifications:
Education:
Bachelor's Degree in Business Administration, Finance, or a related field.
Experience
:
4 years in contract administration, administrative support, bookkeeping or accounting.
Related graduate-level education may be substituted for experience on a year-per-year basis.
Licenses and Certifications :
Valid driver's license. This position requires driving a state vehicle.

Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area
Training in a classroom or office environment
