Minimum Qualifications


Current New York State employee with one year or more of qualifying permanent service to a Grade 7 or above and eligible for transfer under Section 70.1 of the NYS Civil Service Law.


NY HELPS Qualifications:

Accountant Aide Trainee 1:

Six credit hours in accounting, auditing, or taxation courses and either one year of experience gathering, preparing and updating financial data, financial reports, and records; or reconciling accounts and data, reviewing accounting and auditing reports, and verifying accuracy of calculations, balances, and supporting documentation; or assisting accountants or auditors conducting financial and program audits by counting, verifying, and reconciling inventory and cash on hand, determining and verifying the accuracy and propriety of transactions, records, reports, and statements.

Successful completion of a 2-year traineeship will lead to the journey-level SG-13, Accountant Aide.

Journey-level

Accountant Aide:

Twelve semester credit hours of accounting, auditing, or taxation courses and either two years of gathering, preparing, and updating financial data, financial reports, and records; or reconciling data, reviewing accounting and auditing reports, and verifying accuracy of calculations, balances, and supporting documentation; or assisting accountants or auditors conducting financial and program audits by counting, verifying, and reconciling inventory and cash on hand, determining and verifying the accuracy and propriety of transactions, records, reports, and statements.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.


Duties Description

  • Review and process all invoices related to engineering agreements and to nonengineering agreements with accompanying documentation into the Unifier system.
  • Prepare written correspondence to solicit necessary information.
  • Work with internal and external departments and outside entities to obtain the necessary information.
  • Assist in the creation of PINs in Timekeeper system.
  • Assist in the creation of projects within the TFP system.
  • Assist in the review of fiscal share assignments in the Unifier system.
  • Monitor and report on the status of outstanding invoices in the Unifier system. Contact
- the appropriate program manager when invoices are outstanding for a prolonged period.

  • Maintain professional open communication with the necessary personnel or stakeholders to accomplish the task at hand.
  • Other duties as assigned.

Sick Leave Incentive Plan - Employees who have not accumulated 165 sick days and have not used sick leave during the periods of January 1st to June 30th or July 1st to December 31st, each year, may receive two days of pay for each six-month period.

Employees who have a sick leave balance of 165 days, and continuously maintain that balance for each six-month period, may receive four days of pay for each six-month period.

Employees with 20+ years of continuous Authority/State service may receive up to an additional five days of vacation leave accruals annually.

Service Award Payments - Upon completion of 10 years of Authority service, eligible employees will receive a 10-year Service Award Payment.
