    Type: Full-time

    Location: Remote in the U.S. with availability to work a schedule aligned with Eastern Standard Time (EST)

    Salary: $73,000-$80,000, commensurate with experience

    About the Welcome Corps on Campus

    The Welcome Corps on Campus was launched in June 2023 by the U.S. Department of State to allow college and university communities to welcome and enroll refugee students on their campuses. The Department of State is funding a consortium of nonprofit organizations, led by the Community Sponsorship Hub (CSH), to implement private sponsorship of refugee students at U.S. campuses under the U.S. Refugee Admissions Program, in alignment with the goals of the Welcome Corps. The Community Sponsorship Hub and its consortium are implementing the infrastructure to welcome and support refugee students at U.S. campuses, building campuses' capacity to admit, welcome, and support students and experience the benefits of resettlement firsthand. Consortium members include CSH, Every Campus A Refuge (ECAR), the Institute of International Education (IIE), the National Association of Higher Education Systems (NASH), the Presidents' Alliance on Higher Education and Immigration (Presidents' Alliance), and World University Service of Canada (WUSC).

    Position Overview

    The Program Officer II, Welcome Corps on Campus (WCC), will support the vetting and certification of Private Sponsor Groups (PSG), support capacity building of sponsors and consortium members by developing program resources and materials, serve as the program liaison for monitoring and evaluation, and provide overall operational and programmatic support to ensure the successful implementation of the program. The Program Officer, WCC will report to the program's Associate Director, WCC.

    Key Responsibilities

    include but are not limited to:

    General

    • Provide administrative and programmatic support, including scheduling and planning of meetings, maintaining communications with consortium partners, support the drafting of program materials, resources, and communications.
    • Represent the program at internal and external meetings and conferences, as needed.
    • Support the collection of quarterly financial and narrative reports from consortium partners.
    • Support event planning, mobilization, and external communications, as needed.
    • Maintain knowledge on current issues impacting the program.
    • Other duties as assigned.

    PSG Application Processing

    • In coordination with the Welcome Corps on Campus team (Associate Director, and Program Officer I), and following program procedures and standard operating procedures, review and vet PSG applications, ensuring PSGs meet program requirements for certification.
    • Communicate with PSGs following application submission as related to application vetting and certification, including on outstanding application requirements.
    • Support the tracking of campus sponsor applications from submission of application until completion of sponsorship, including by maintaining accurate PSG and refugee student case data in the program case management system.

    Oversight & Monitoring Support

    • Review PSG 30- and 90-day reports, as required by PRM and in accordance with program guidelines.
    • Support the development, maintenance, and updates of standard operating procedures, process flows, and systems to ensure an effective and efficient program implementation.
    • Support mitigation of sponsorship breakdown as appropriate and as requested by supervisor ensuring the safety and wellbeing of the refugee student.
    • Elevate concerns identified by sponsored refugee students or identified in PSG 30- and 90-day reports, along with means of addressing those concerns.
    • Coordinate with the Welcome Corps Oversight team and the Private Sponsor Organization on findings of the 30- and 90-day reports.
    • In close collaboration with the Associate Director, support the CSH monitoring and evaluation team in the development, administration, and review of sponsor surveys (baseline survey, 6- month and 12-month survey) to identify lessons learned and improve program design.
    • Other duties as assigned.

    Qualifications

    • Bachelor's degree, or equivalent; advanced degree desired.
    • 4+ of experience in implementing mission-driven programming related to education, resettlement, youth empowerment, or another related field in the non-profit sector. Direct experience in working with refugee populations is an advantage but not required.
    • Demonstrated experience in working in a small and dynamic team.
    • Ability to multi-task, prioritize, and follow through to effectively manage work and meet multiple deadlines.
    • Strong written and verbal communication skills.
    • Demonstrated ability to take initiative and work independently as well as to work collaboratively on a team.
    • Strong computer skills, including Excel and database platforms such as Salesforce.
    • Strong attention to detail and the ability to meet deadlines.
    • Strong organizational skills.
    • Ability to work collaboratively in a fast-paced environment.
