    Departmental Overview

    The Division of Administration supports Berkeley's academic mission through strategic policy and managerial leadership of operations.

    Comprised of twelve distinct departments and the Vice Chancellor's immediate office, the division employs staff in service, technical, clerical, management, professional, and police roles.

    Besides the overall divisional responsibilities, here is an overview of the departments that this position will be responsible for their financial management.


    VCA's Immediate Office (VCAIO) - Coordinates the activities, communications, policy development, budgets, and strategic initiatives of the Vice Chancellor and the Executive Leadership Team.


    Business Process Management Office (BPMO) - Provides Portfolio, Program, and Project Management, Process Management, Process Improvement, Change Management, Strategic Planning and data intelligence services to campus departments to ensure alignment and accountability of their strategic projects.

    The Office provides a comprehensive look at change and improvement efforts happening in the division and across campus.


    Disability Access & Compliance (DAC) - Ensures campus compliance with state and federal disability rights law, as well as UCOP and Berkeley campus nondiscrimination policies and practices.

    DAC connects the UC Berkeley community with the resources, training, evaluative tools, and services that support equal access for disabled students, staff, faculty, and visitors to enjoy the physical campus and participate in university-sponsored non-course-related programs or activities.


    Office of Emergency Management (OEM) - Works collaboratively to plan and prepare the campus for emergencies, educate the campus community about emergency preparedness, and coordinates response and recovery efforts.


    Office of Sustainability & Carbon Solutions (OSCS) - Its mission is to foster a culture of sustainability at Berkeley and to plan and integrate sustainability practices into campus operations and administration including providing methods, strategies, and extensive data to track and meet targets.

    The Office has a wide mandate including carbon emission reductions and zero waste along with renewable energy, resource saving and stewardship, greening the built environs, and inspiring resilient and inclusive institutional change.

    Responsibilities

    DIVISION-WIDE FINANCIAL MANAGEMENT, ANALYSIS, AND EXECUTIVE DECISION SUPPORT

    Serve as a division-wide financial expert and the CFO's senior analyst. Apply professional knowledge of financial policies and practices to develop highly complex analyses for leadership to make informed decisions. Analyze the Division's strategic and financial interests. Develop recommendations to solve complex problems and provide briefings to key issues. Execute the CFO's financial planning and strategies, facilitate and deploy division's resource allocations. Implement the divisional budget process, design templates, conduct quarterly financial review and annual fiscal close. Manage division's funding requests and commitments and make recommendations to maintain and strengthen internal controls to protect University resources. Review annual recharge proposals from departments. Guide departments and produce quarterly review of budget to actuals, SAS115 internal controls, and external audit reports.

    Identify risks and alert the CFO and Vice Chancellor of issues if the Division or one of the Departments is performing outside of projections.

    Maintain integrity of campus budget systems including process, guidelines, assumptions, and methodologies for assessments and allocations. Develop and monitor financial Key Performance Indicators (KPIs). Provide financial tables for division's Annual Report.

    DEPARTMENTAL BUDGET MANAGEMENT
    Oversee departmental budget planning, analysis, monitoring, and reporting.

    Partner with departmental directors to manage the full cycle of each fiscal year:

    conduct annual and multi-year budget process, perform quarterly forecast, review SAS115 key controls, monitor financial performance, review and approve complex financial transactions, and administer monthly general ledger and fiscal close.

    The list of departments may change over time with the Division's needs.

    Currently the incumbent is responsible for the full scale of these departments' financial management:

    VCA's Immediate Office (VCAIO), Business Process Management Office (BPMO), Disability Access & Compliance (DAC), Office of Emergency Management (OEM), and Office of Sustainability & Carbon Solutions (OSCS).

    PARTICIPATE IN CAMPUS INITIATIVES, ADVOCATE FOR AND REPRESENT ADMINISTRATION


    Participate and contribute in campus-wide initiatives, projects, and committees, e.g., campus Employee Support Program, multi-year strategic financial planning, organizational restructure's impact on funding models, etc.

    Assist the CFO to advocate for the Division in University's budget planning and financial management. Provide high level analyses and develop recommendations of strategies on campus programs. Provide expertise in advising alignment between organizational restructure and financial resources to foster and ensure smooth transitions. Recommend and implement changes to simplify and improve financial processes.

    TRAIN AND GUIDE
    Train and guide other financial analysts. Keep up with her/his own professional development and assure the knowledge and skills are up to date.
    Required Qualifications

    Extensive and expert knowledge of financial policies, practices, and systems.
    Expert skills in strategic financial planning and analysis, accounting, reporting, and monitoring.

    Expert ability to identify, collect, and analyze data from multiple sources and present in a precise and concise fashion, verbally and in writing.

    Super user in Excel (such as Smartview feature) and ability to use and/or quickly come up to speed in using campus systems such as CalPlanning, Cal Answers (regular and ad hoc), BFS, UCPath, etc.

    Strong ability to communicate complex financial concepts to non-financial leaders, partners, customers, and stakeholders in terms they can understand.
    Demonstrated interpersonal skills and ability to work effectively across the organization at all levels.
    Client service oriented, good listening, critical thinking, analytical skills.
    Ability to evaluate processes and establish and maintain strong structures for accountability and internal control.
    Bachelor's degree and equivalent work experience of more than ten years.
    Preferred Qualifications

    Master's degree and equivalent work experience of more than seven years.

    This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs.

    It is not typical for an individual to be offered a salary at or near the top of the range for a position.

    Salary offers are determined based on final candidate qualifications and experience.

    The budgeted annual salary range that the University reasonably expects to pay for this position is $130,000 - $175,000.
    The full salary range associated with this position classification is $105,500 - $200,700.
