Position Summary:
JOB SUMMARY
This is a full time position within the Property Assessment Office which is responsible for maintaining multiple system functions in the Assessment Office's specialzed software.
REPORTING RELATIONSHIPS:
Reporting to the Office Manager, this position includes working closely with the Office Manager, Appraisal Statistician and Appraisal Crew Chief on receiving and delegating daily tasks, various specific assignments and discussing any daily concerns.
This position does not have any supervisory responsibilities but will be responsible for overseeing various daily functions within the workflow.
ESSENTIAL JOB FUNCTIONS
- Maintain a healthy working relationship with all Lancaster County municipalities in order to compile an accurate and current list of building permits via a combination of computer spreadsheets and database software to be validated by our field appraisers.
- Responsible for the daily downloading and distribution of recently recorded name changes from the Lancaster County Recorder of Deeds department and making changes within our system.
- Assist in scheduling and tracking of assessment appeals.
- Assist the Appraisal Statistician with excesses and exonerations, sales verification and processing of interim and yearly appeals.
- Assist in the data entry of pertinent information provided by field staff into our mass appraisal software.
- Measure, list and value residential and farm related real estate according to current County mass appraisal methodology in a subset of municipalities for local property tax purposes.
- Heavy involvement with the upcoming County reassessment project performing data input and assisting with public inquires in all assessment matters as needed.
OTHER SPECIFIC TASKS OR DUTIES:
- Training staff as needed on the Assessment software and procedures.
- Perform other duties as assigned by the Office Manager.
MINIMUM QUALIFICATIONS:
High School Diploma or Equivalency.
Must have (2) years of relevant experience in real estate, computer assisted mass appraisal or a business related field or any equivalent combination of relevant education, training and experience.
KNOWLEDGE, SKILLS AND ABILITIES:
Computer literacy
Knowledge using advanced software
Math and statistics literacy
Map reading ability
Deeds and Deed tranfers
Demonstrated inter-personal/communication skills.
Ability to Multi Task and change assignments when deemed necessary with short notice.
REQUIRED LICENSES/CERTIFICATIONS/CLEARANCES:
A Certified Pennsylvania Evaluator License, or the ability to acquire within three (3) years if deemed nessessary.
Valid Pennsylvania Drivers License and acceptable Driver History in accordance with County Policy.
Must pass pre-employment Drug Screening Test.
Must pass pre-employment Criminal Background Check.
PHYSICAL REQUIREMENTS/WORK ENVIRONMENT:
Prolonged periods of sitting at a desk and working at a computer.
