    Position Summary

    The Talent Sourcing Specialist is responsible for sourcing, engaging, and hiring top talent to support the staffing needs of the organization. This position will play a critical role in talent acquisition, continuously seeking out potential candidates, and creating a robust pipeline to meet current and future staffing requirements. A proactive approach will be vital in securing the right talent to achieve organizational success.

    Primary Position Responsibilities
    • Proactively sources and identifies potential candidates through various channels, including job boards, social media, professional networks, and direct outreach.
    • Utilizes advanced search techniques and tools to find suitable candidates for various roles within the organization.
    • Conducts initial screening interviews to assess candidates' qualifications, experience, and cultural fit.
    • Builds and maintains a robust pipeline to address both immediate and long-term staffing needs.
    • Regularly reviews and maintains candidate database to ensure relevancy.
    • Partners with hiring manager to thoroughly understand staffing needs, desired skills, and abilities to ensure successful screening of applicants.
    • Reviews job descriptions for all openings and ensures they align with hiring manager's needs.
    • Assists in the development and execution of employer branding initiatives to enhance the company's reputation as an employer of choice.
    • Generates and analyzes recruitment reports to measure the effectiveness of recruiting strategies.
    • Reviews applications and dispositions appropriately in a timely manner.
    • Manages the overall recruiting process to ensure that positions are filled in a timely manner and takes proactive steps if needs are not being met.
    • Communicates with hiring managers regularly to keep them informed of the recruitment process.
    • Works alongside hiring managers to evaluate offers to ensure CoServ standards are met.
    • Evaluates new ways to improve the recruiting process, candidate experience, interviews, and quality of candidates.
    • Tracks applications, recording what source is providing quality candidates for the different types of positions and recommends adjustments to recruiting plan, as needed.
    • Stays current on CoServ's organizational structure, personnel policies, and federal and state laws regarding employment practices.
    • Complies with established CoServ safety and operating rules, procedures and guidelines including reporting unsafe practices to a supervisor.
    • Complies with established CoServ Information Security Handbook, policies, procedures, and guidelines including reporting suspected information security incidents to Tech Support.
    Secondary Position Responsibilities
    • Ensures recruiting platforms , Indeed, etc.) stay up to date.
    • Provides feedback to internal candidates on interview as requested.
    • Performs other duties and activities as directed.

    Position Requirements

    Education and Certifications Required
    • High School Diploma or G.E.D equivalency.
    • Bachelor's degree in Human Resources Management or other related field or 5 years business experience.
    Education and Certifications Preferred
    • Bachelor's Degree in Human Resources Management or other related field.
    • PHR or SHRM-CP.
    Experience Required
    • Seven (7) years of experience in Human Resources.
    • Experience in interpretation and application of HR laws.
    Experience Preferred
    • Five (5) years of experience in managing the recruiting process.
    • Experience in utility/cooperative industry preferred.
    Skills and Abilities Required
    • Ability to evaluate candidates to meet needs for the position.
    • Ability to ask additional questions when needed during an interview.
    • Excellent human relations and communications skills, both written and verbal.
    • Proficiency with applicant tracking system (ATS) and recruiting software.
    • Must have strong grammar skills.
    • Must understand the confidentiality required for this position.
    • Ability to prioritize and manage multiple tasks.
    • Demonstrate competencies of leadership skills - planning, coordinating, directing, listening and communication.
    • Ability to work under strict deadlines.
    • Must be detail oriented.
    • Must possess personal computer skills and be proficient in Office 365 products including, but not limited to Outlook, Word, Excel, and PowerPoint.
    • Ability to work independently, with minimal supervision.
    • Ability to work as a team player.
    • Ability to work flexible and extended hours as needed or directed.
    Skills and Abilities Preferred
    • Knowledge of the cooperative business model.
    Physical Requirements
    • Operates office equipment such as a computer, telephone, fax machine, copier, etc.
    • Indoor, office environment.
    • Ability to lift a minimum of 25 pounds.
    • Ability to drive occasionally as needed.
    • Ability to sit for long periods of time.
    • Requires frequent sitting, standing, walking, bending, and reaching.
    Other Requirements
    • Travels to conferences and other office sites.
    • Must have and maintain a valid Texas driver's license.
