Job Duties:


The Department for Aging and Rehabilitative Services (DARS) Fiscal Division supports the Agency's mission by providing quality financial management through Budget, Grants, Accounts Payable, Accounts Receivable, General Accounting, Financial Reporting, Payroll, and Compliance services for DARS and the Disability Service Agencies (DSAs).

Fiscal services are delivered while being good stewards of the taxpayer's dollars entrusted to DARS and the DSAs and in accordance with policies, procedures, and regulations.


  • Conducting and developing the annual and biennial budget process
  • Monitoring revenues and expenses to ensure conformance to the budget
  • Developing recommendations for adjustments
  • Monitoring budget status and revenues
  • Assisting agency leaders and/or designees with submission of accurate and viable budget proposals
  • Manages a staff of professional financial specialists

Minimum Qualifications:

Knowledge/Experience

  • Considerable experience in leadership skills in directing, planning, organizing, supervising, and coordinating budget operations. Progressive experience in budget planning, development, and execution with the Commonwealth of Virginia. Advanced knowledge of policies, principles, procedures, practices, and systems of program budgeting. Knowledge of grants accounting, financial accounting, and financial management principles, practices, and techniques.
Skills/Abilities

  • Advanced computer skills, including proficiency in MS Excel, Access, Word, and PowerPoint. Indepth knowledge of accounting systems. Interpersonal and communication skills and the ability to work effectively and exercise a high degree of diplomacy, discretion, and collaboration in dealing with various stakeholders at all levels. Demonstrated ability to define, analyze, and formulate alternative solutions to complex budget issues.
