Job Duties:


The Virginia Department of Aging for Rehabilitative Services (DARS) aspires to improve the employment, quality of life, security, and independence of older Virginians, Virginians with disabilities, and their families.

As a member of the DARS Central Administrative Division and General Services Department, this position supports the DARS mission in the attainment of quality financial management, logistics/fleet management, safety, lease management, procurement, and facilities management services.


We are seeking a Buyer Specialist to procure a wide variety of goods and services up to the small purchase threshold for the six Disability Services Agencies (DARS, DBVI, VBPD, VDDHH, VRCBVI, and WWRC).

The incumbent ensures purchases are performed accurately, timely, and in accordance with all Agency and State policies and procedures. Procure goods and services following Sole Source and Emergency procurement methods as appropriate.

Additionally, the Incumbent will oversee and maintain contract management functions as assigned. Utilizes the SPCC and reconciling as required. Provide guidance and training to end-users on procurement processes and procedures.


Minimum Qualifications:

Knowledge/Experience

  • Working knowledge of the Agency Procurement and Surplus Property Manual (APSPM) and the Virginia Public Procurement Act (VPPA). Experience using procurement systems to review and process requisitions through to a purchase order. Experience managing procurement process for assignments from the need through the purchase order, including resolving invoicing discrepancies.
Multiple years in customer service. Minimal buying experience such as purchasing, vendor management, inventory management, negotiations, or market research.


Demonstrated ability to analyze quotes, bids and make appropriate award decisions and to interpret detailed written procedural guidance; to discuss purchasing requirements with agency personnel and to discuss complaints with customers and vendors.

Demonstrated ability to multi-task and work quickly.
