    Site Safety and Health Officer (Contingency Hire)

    Please note; this position is located in Qatar.


    POSITION SUMMARY:

    The Site Safety and Health Officer (SSHO) shall implement and maintain an effective Occupational Safety & Health (OS&H ) program for all employees as well as protecting the lives and health of employees and other persons, preventing damage to property, materials, supplies, and equipment.

    The SSHO efforts will aid the avoidance of work interruptions and enable personnel to perform the full range of United States Air Force (USAF) Global Prepositioned Materiel Services (GPMS) for 9th AFCENT within the CENTCOM Area of Responsibility (AOR).

    The range of serves and support include storage, maintenance, out load, reconstitution, exercise, and contingency logistics support.

    In addition, responsibilities may include maintenance and repair (M&R) of Government Furnished Facilities (GFF), Government Furnished Property (GFP), and Government Furnished Equipment (GFE).

    In some cases, maintenance and repair of GFF may include minor construction (MC) projects The range of services is to ensure success and enable training exercises, theater contingencies, wartime operations, and other specified CCDM priorities.

    Other locations in the Continental United States (CONUS) or Outside Continental United States (OCONUS) may be included.


    • Establish responsibilities and procedures required to effectively administer ground and weapons safety programs. Attain program objectives through conformance with AF Occupational Safety and Health (AFOSH), Occupational Safety and Health Administration (OSHA), AF Safety Instructions, executive orders, TOs, USAF directives and all Host Nation Safety & Requirements.
    • Perform Safety Mishap Notification and Reporting within 24 hours to applicable USAF and Corp Program Offices and the host unit safety office of all mishaps/events involving contractor personnel, AF assets, or contractor operations, which result in injury, illness, or damage.
    • Support, participate and cooperate fully in mishap investigations, safety investigations, and/or investigation boards conducted by the Government until released by the investigation authority.
    • Develop and implement a fire safety inspection schedule IAW AFI , AFI 91-202, and NFPA and conduct fire safety inspections on a recurring basis to ensure US facilities are protected IAW AFI 91-202, and maintain inspection records on an AF Form 218 or commercial equivalent.
    • Establish, control, and maintain a safety library containing copies of, or electronic access to, all contractor prepared or acquired TOs, training materials, publications, manuals, Operating Instruction (OI)s, special publications, or other necessary items.
    • Conduct mishap investigations and complete required accident reports and report mishaps and near misses.
    • Use and maintain OSHA's Form 300 to log work-related injuries and illnesses occurring on the project site for Prime Contractors and subcontractors, also make available to Contracting Officer upon request.
    • Post and maintain the Form 300A on the site Safety Bulletin Board and maintain applicable safety reference material on the job site.
    • Attend or ensure other safety personnel attend work conferences, pre-work meetings including preparatory meetings, and periodic in-progress meetings and ensure subcontractor compliance with safety and health requirements
    • Establish a Safety and Occupational Health (SOH) Deficiency Tracking System that lists and monitors outstanding deficiencies until resolution.
    • Maintain a list of hazardous chemicals on site and their material Safety Data Sheets (SDS).
    • Maintain or ensure a weekly list of high hazard activities involving energy equipment, excavation, entry into confined space, and elevation, and be prepared to discuss details during Quality Control (QC) Meetings.
    • Provide and keep a record of site safety orientation and indoctrination for Contractor employees, subcontractor employees, and site visitors.
    • Provide required contractual safety submittals to the government.
    • Perform and comply with requirements and specifications as well as administer requirements and standards of applicable Safety and Occupational Health (SOH) national and local regulations.
    • Function as an integral team member in support of the U.S. Air Force and other Customer missions, to include sharing information with other Contractors and cooperation with communities and other Government entities.
    • Responsible for proper utilization and safeguarding of all government and contractor provided property (e.g., to include government facilities, equipment tools, information and Data).
    • As required, conduct mishap investigations and complete required accident reports and report mishaps and near misses.
    • Review the Accident Prevention Plan (APP) and Activity Hazard Analysis (AHA)
    • Provide required contractual safety submittals to the government.
    • Must report directly to a senior corporate official and shall not report directly to the Project Manager
    • Performs other duties as assigned that do conflict with SSHO duties.

    MATERIAL & EQUIPMENT DIRECTLY USED:


    May be exposed to potentially hazardous conditions that require wear of hard hats, gloves, steel toed boots, hearing protection, safety glasses and other personal protection equipment (PPE); may be required to push, pull and lift heavy equipment.

    Use of Land Mobile Radios, cell phones, laptop, and other devices to maintain contact and accountability of work activities.


    WORKING ENVIRONMENT:
    Work will be indoors and outdoors. Exposure to heat, cold, dust, noise, chemicals may occur. Overtime and shift work may be required depending on contractual needs as well as occasional to frequent travel.

    Employee must comply with all Federal, State and Local regulations and published Company work rules as well as written instructions.

    Task specific work environment training maybe provided. Must be prepared to function in a wartime or contingency environment support U.S. interests.


    PHYSICAL ACTIVITIES:
    Work may require using and wearing personal protective equipment such as, hearing and eye protection, hard hat and steel-toed boots


    Day-to-day physical requirements may involve standard office activities including sitting/standing for extended periods of time, attending meetings, use of keyboard and mouse repetitively, lifting and carrying less than 20 lbs.

    MINIMUM QUALIFICATIONS:

    Education/Certifications:

    • Bachelor's Degree from accredited four-year college with preference being a Safety and/or Health Degree
    • Completed 30-Hour OSHA General Safety Class
    • Must be a U.S. Citizen with a current valid U. S. Passport and U. S. Driver's License as well as an active secret clearance is highly desired.
    • Must be able to read, write, speak and understand English fluently.
    • Certified Safety Professional (CSP) highly desired
    • Completed 30-Hour OSHA Construction Safety Class highly desired

    Experience:

    • Minimum of 10 years safety experience with at least 5 years on similar type projects. If individual is a Certified Safety Professional (CSP) or has a Safety and Health Degree, only 3 years of safety experience is required.

    Skills:

    • Great communication, analytical, pro-active, well organized, results-oriented, and a team player
    • Use computers and related software such as Microsoft Office and other common products used in office environments.
    • Able and willing to work periods of long hours to meet mission requirements
    • Military experience in a contingency environment and knowledge and experience working with government contracts preferred
