Required:


  • Graduation from an accredited high school or equivalent.
  • Associates or bachelor's degree in a liberal arts, human services, public administration or businessrelated field from an accredited college or university, preferred.
  • Must have at least one year experience in Community Health Clinic, Public Health, Outreach, Social Work, or related field.
  • Working knowledge of the Texas Medicaid Program, Medicare, health insurance plans through the Federal Marketplace exchange, and the County Indigent Health Care Program (CIHCP), Outreach activities is preferred.
  • Must have strong presentation skills, including public speaking, networking, and written communication skills.
  • Bilingual in Spanish preferred.
  • Required to complete the federal training to obtain consumer assistance certification and will be required to recertify on an annual basis to assist consumers seeking health insurance coverage options through a federally facilitated Marketplace, within 1 month of employment.
  • Required to complete online training to be certified as a Navigator through the Texas Community Partnership Program to enroll patients in My Texas Benefits, within 1 month of employment and recertify as needed.
  • Required to complete online Indigent Healthcare Solutions training for the County Indigent Health Care Program within 1 month of employment.
  • Excellent written and verbal communication skills in both English and Spanish.
  • Excellent Computer Skills MS Office.
  • Must have knowledge of general office procedures, office copiers, fax machines, computers, and multiline telephone systems.
  • Ability for spur of the moment transportation without relying on organization vehicles.
  • Must possess or ability to readily obtain a valid driver's license issued by the State of Texas for the type of vehicle or equipment operated.
  • Department of Motor Vehicle check may be required, if applicable.
  • Customer Service Oriented.
  • Must be willing and able to work evening and weekend hours if necessary.
  • Must be in compliance with GCHD Immunizations policy.
  • Must be in compliance with ICS training requirements.
  • Must pass criminal background check and drug/alcohol screening.
  • An equivalent combination of education and work experience which appropriately demonstrates the knowledge, skills and abilities to perform the above described essential functions will be considered when hiring for this role.
    Traditional Duties
  • Plans, coordinates, set ups, executes, and tears down at offsite outreach events.
  • Conducts inreach, outreach and education activities to existing health center patients and community residents to promote awareness about coverage options under Texas Medicaid Benefits, Medicare, Marketplace, and CIHCP.
  • Assists patients in finding outside resources in the community
  • Provides referrals for people with questions, complaints, or grievances to any applicable office of health insurance consumer assistance or health insurance ombudsman, or any other appropriate state agency or agencies
  • Organizes program data and provides reports as assigned
  • Gathers and reports statistical data monthly on outreach completed.
  • Maintains knowledge and expertise in eligibility, enrollment, and program specifications of the Texas Medicaid programs and the Qualified Health Plans (QHP), and the CIHCP.
  • Participates in conference calls and/or supplemental inperson trainings and workshops as assigned
  • Performs other duties as assigned by supervisor.
