    Are you an accomplished Application Developer seeking your next challenging role? Do you possess experience advising and consulting with supervisors and architects? Do you enjoy providing guidance on current and future applications and taking pride in producing clean code? This may be the opportunity for you to join a close-knit team of talented professionals pushing the boundaries of cutting-edge tech.

    This position serves as the technical lead for one of our application development core teams. The incumbent mentors, leads, and develops in the area of .NET technologies, coding standards and best practices, the software development lifecycle, and other emerging technologies. They will partner closely with the agency's Architecture team, serves as an authority responsible for oversight, designing, developing, implementing, executing, and maintaining high profile applications and solutions. The incumbent will guide the application developers in their daily work, and will serve as a technical escalation point for them.

    This position researches, recommends and applies emerging and evolving technologies to current and future business needs at the operational and tactical level. It provides short and long term strategic and architectural planning for custom developed applications and Software as a Service (SaaS) solution to support the (TEAM) Application Development program business functions.
    Duties

    Some of what you will be doing:
    • Technical Lead, including:
      • Develops technology roadmaps for highly-complex systems that have significant statewide or multi-agency impact and insures they align to the agency's technical architecture.
      • Designs, develops, and implements solutions using Microsoft .NET technologies, Transact SQL, SQL Server databases, Java, Software as a Service (SaaS), and/or Commercial of the Shelf (COTS) so that systems are compliant with agency and industry standards.
      • Aligns application architecture, development teams, and technology solutions for the development team.
      • Leads development efforts to resolve technical issues and production issues quickly.
      • Coordinates between multiple technical teams to implement and resolve technology issues.
      • Serves as a technical mentor to other systems developers in resolving highly complex technical issues.
      • Researches technical issues related to development environment, application platforms, and security.
      • Resolves issues related to environment, platform, software, and hardware to ensure timely delivery of software products.
  • Application Development, including:
    • Develop and maintain software applications, application interfaces and web services.
    • Understand business requirements and how they translate to application features.
    • Serve as a technical advisor who is responsible for assisting management in coordinating work items for a number of applications.
    • Develop, maintain and enhance applications.
    • Develop prototypes that enable business functionality.
    • Lead staff or work independently to analyze, troubleshoot, and resolve technology issues relating to applications, environment, platform, software, or hardware.
    • Participate on Incident Response and Problem Management teams to identify issues
  • Application Development-Process and Documentation, including:
    • Uses the software development lifecycle (SDLC) process to plan, analyze, design, develop, and test applications and application interfaces.
    • Ensures the delivery of technology solutions by using technology standards and procedures that are in alignment with the technology direction of LNI.
    • Documents technical specifications, network diagrams, application functionality, deployment plans, and software release notes to fully support applications.
  • Application Development Research, including:
    • Researches complex technical issues related to application development, database structure, application platform, configuration, application performance, security and data integrity.
    • Stays abreast of technical trends and issues as technology evolves.
    • Researches emergent technologies and independently makes determination for use and implementation.
  • Qualifications

    Required:
    • A Bachelor's degree or higher related to Computer Science, Computer Programming, or a closely aligned field
    AND
    • Six (6) years of recent professional experience:
      • Developing and enhancing applications using languages and tools such as Visual Studio, C#, VB.Net, ASP.Net, HTML, CSS, JavaScript XML, JQuery, MWM or MVC, WPF, ADO, WCF, JSON
      • Applying and developing coding and testing standards, application architecture and architectural patterns, security protocols and frameworks, application source control and agency policies required to develop and maintain applications.
      • Writing and accessing database code using T-SQL, stored procedures, and Entity Framework
      • Performing unit testing
      • Applying development standards in a managed environment
    OR
    • An associate's degree related to Computer Science, Computer Programming, or a closely aligned field
    AND
    • Eight (8) years of recent professional experience:
      • Developing and enhancing applications using languages and tools such as Visual Studio, C#, VB.Net, ASP.Net, HTML, CSS, JavaScript XML, JQuery, MWM or MVC, WPF, ADO, WCF, JSON
      • Applying and developing coding and testing standards, application architecture and architectural patterns, security protocols and frameworks, application source control and agency policies required to develop and maintain applications.
      • Writing and accessing database code using T-SQL, stored procedures, and Entity Framework
      • Performing unit testing
      • Applying development standards in a managed environment
    OR
    • Ten (10) years of recent professional experience as outlined above
    Desired
    • 1 year of experience within an agile scrum team

    Insurance Benefits
    Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

    Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

    Retirement and Deferred Compensation
    State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

    Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

    Social Security
    All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

    Public Service Loan Forgiveness
    If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

    Holidays
    Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

    Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

    Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

    Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

    Sick Leave
    Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

    Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

    Vacation (Annual Leave)
    Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

    Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

    Pay status includes hours worked, time on paid leave and paid holiday.

    As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC

    Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

    Military Leave
    Washington State supports members of the armed forces with 21 days paid military leave per year.

    Bereavement Leave
    Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
